BHG - “A solidly built house like everyone else was something my husband and I thought was only a dream. But life is so wonderful, that dream has now come true...”. The sincere confession of Ms. Nguyen Thi Tuoi, Minh Thanh village (Viet Quang town) is also the common happiness of hundreds of other households in Bac Quang district – crystallized from the journey to realize the dream of settling down so that poor households can firmly establish their careers.

For more than 20 years living in a house with bamboo walls and a peeling cement layer and a palm leaf roof that has faded over the years, Tuoi (born in 1980) and her husband have never dared to think about a spacious and solid home. Living on their own since 2003, life was already difficult and became even more difficult when in 2017, Mr. Hoang Hong Khai, Tuoi's husband, suddenly suffered a stroke, became weak, and was no longer able to work as before. All the family burdens fell on the shoulders of Tuoi - a wife who worked hard to make a living by doing all kinds of freelance jobs but earned only 4 million VND/month, both to take care of her husband, raise her children to study, and to try to repair the house that had deteriorated after many rainy and sunny seasons.

Ms. Tuoi said: “When the leaders of Viet Quang town announced that there was a source of 60 million VND from the state budget to support the construction of a new solid house, my husband and I sadly refused. Not because we didn’t need it, but because we were afraid we wouldn’t be able to afford the counterpart funding to complete the house. However, after being persuaded many times by officials, lent money by brothers and friends, and supported by villagers with working days, the solid level IV house worth more than 100 million VND was gradually completed in the endless happiness of the family.”

In less than 6 months (from November 2024 to April 2025) of implementing the program to eliminate temporary and dilapidated houses according to Directive 42 of the Prime Minister , Bac Quang district has achieved impressive results when completing 100% of the plan to build and repair 721 houses, reaching the finish line 7 months ahead of schedule. Of which: Supported 650 newly built houses, 71 repaired houses, bringing stable lives to 21 meritorious households, 483 poor households and 217 near-poor households. To achieve the above results, Bac Quang district mobilized a total resource of more than 41 billion VND to support people in building "3 hard" houses (hard foundation, hard wall, hard roof). In addition, the whole district also contributed up to 16,000 working days, creating a widespread community strength. Many people are willing to put aside housework to help poor households build new homes. The silver-haired volunteers carried bricks and mixed mortar; the grassroots cadres regularly followed the scene to direct, remove difficulties, and speed up the progress of each item. All of this created a humane “campaign” that both built shelters and fostered the poor’s belief in a bright future.

In addition to the participation of the entire political system and the people, the journey to eliminate temporary and dilapidated houses also bears the mark of noble gestures from businesses. A typical example is Hung Lan One Member Co., Ltd. (Viet Quang town). The unit has reduced prices of many essential items such as corrugated iron, iron, tiles, sanitary equipment... and supported 100% of transportation costs to each household, regardless of the long or short distance. Mr. Nguyen Ngoc Trung, Head of Sales Department said: "In Viet Quang town alone, we have supported 17 households to eliminate temporary and dilapidated houses; each household received an average reduction of about 4 million VND in construction material costs". For businesses, that amount is not a large amount, but for poor households, it is a valuable asset and source of encouragement to help them step more firmly on the journey of "settling down and making a living".

Chairman of Bac Quang District People's Committee, Phung Viet Vinh shared: “The journey to eliminate temporary and dilapidated houses in the district is not easy. The biggest difficulty is that local support resources are limited, while the actual demand for housing is very high. Many families do not have the ability to match the funding, and even though some households really want to, they cannot implement it because it is too difficult. A part of the people still have the mentality of waiting and relying on policies, not proactively promoting internal resources to overcome difficulties. Besides, the rugged terrain and difficult traffic make the transportation of materials and construction organization more difficult”. However, with high determination and the synchronous participation of the entire political system and consensus among the people, Bac Quang district has been flexible and creative in its approach, gradually resolving arising difficulties. Thanks to that, the program to eliminate temporary and dilapidated houses has not only been accelerated but also ensured quality, bringing trust and warmth to hundreds of poor, near-poor households and policy families.

In the past, every heavy rain and strong wind made Mr. Ma Duc At's family in Xuan Thanh village (Duc Xuan commune) worried. Because the wooden house was infested with termites and the thatched roof was rotten and could no longer withstand the harsh weather. "As a poor household with an unstable income, although we really wanted to, we could not build a solid house for ourselves," Mr. At recalled with emotion. But now, thanks to the program to eliminate temporary and dilapidated houses, his family has a solid and spacious home. "Since having a new house, the children can study with peace of mind, and the adults can work with peace of mind. We no longer worry about storms and rain, making us even more determined to escape poverty and build a stable and better life," Mr. At said emotionally.

For Ms. Tuoi’s family, Mr. At’s family, and hundreds of other households, the program to eliminate temporary and dilapidated houses is not simply a material support but also shows the Party and State’s concern for poor households and the disadvantaged. This is the fire that spreads throughout the community, helping to make dreams of settling down come true, and to make the journey to find a job more sustainable.
