Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his delight at Vietnam's initial achievements in the journey of building the Party and State's legal infrastructure.
He emphasized that with a massive system of documents, a standardized open data warehouse, ensuring "correctness", "sufficiency", "cleanness", and "liveness", the National Law Portal, when exploited and used effectively, will contribute to removing institutional "bottlenecks", and be a strategic legal infrastructure to promote the healthy development of private enterprises, enhance competitiveness and international integration according to the breakthrough ideas in Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development.
The National Legal Portal has been put into operation, contributing to concretizing the Party and State's policy of taking people and businesses as the subjects; effectively implementing the goal of building digital citizens, digital businesses, digital government and the national digital transformation strategy. Reducing costs, time, and effort as well as creating convenience for people and businesses in the process of handling administrative procedures; being a smart interactive bridge, a companion to support legal information for people and businesses.
In order for the National Legal Portal to operate effectively, the Prime Minister requested the Ministry of Justice to continue to coordinate with relevant ministries and branches to focus on researching and applying advanced technologies to improve the quality of the Portal's operations. Ministries, agencies, provinces and cities should actively review and update information on the National Legal Portal; assign staff to monitor, receive and handle related matters.
Press agencies should increase information and propaganda about the features of the National Law Portal so that people know, regularly access and use it; and improve skills in preventing and avoiding fake news.
We request that cadres, civil servants, public employees, citizens and businesses regularly exploit information, promptly contribute ideas and comments to help competent authorities supplement and improve the National Law Portal to become more and more complete.
