Speaking at the meeting, Secretary of the Da Nang City Party Committee Nguyen Van Quang said that, implementing Notice No. 47-TB/TW dated November 15, 2024 of the Politburo concluding on the construction of a regional and international financial center in Vietnam, Da Nang City and Ho Chi Minh City are actively coordinating with ministries, departments and branches to prepare for the construction of an international financial center.
At this point, Da Nang has prepared resources to build a financial center, specifically infrastructure and human resources. The problem now is how to build an international financial center to attract investors and be competitive enough with existing financial centers in the world.
Da Nang will continue to work with the Ministry of Finance to collect opinions from financial institutions, investment funds, consulting organizations, law firms, and prestigious international organizations, as well as domestic and international experts, to coordinate in developing and consulting on the draft resolution of the National Assembly.
The city coordinates to receive, explain and complete the draft resolution according to the comments of the Politburo, the Standing Committee of the National Assembly, the Committees of the National Assembly, the Central departments and branches and members of the Prime Minister's Policy Advisory Council so that the Ministry of Finance can complete the dossier to report to the Government and the Government Party Committee for consideration and submission to the Politburo before submitting to the National Assembly for consideration and approval of the draft resolution at the 9th session of the 15th National Assembly.
Regarding free trade zones, this is a new model, unprecedented and not specifically regulated in the current system of legal documents, so the preferential mechanisms and policies allowed by the National Assembly in Resolution 136/2024/QH15 dated June 26, 2024 of the National Assembly are mainly based on the policy framework for economic zones in general, not creating real superiority and attractiveness to compete in the region and attract investors.
The city proposed that when the National Assembly passes a resolution to transfer specific mechanisms and policies of pre-merger localities to post-merger localities, there should be a more favorable mechanism for the Da Nang Free Trade Zone, clearly stipulating this content in the joint resolution at the 9th session, 15th tenure of the National Assembly to ensure legality.
The city proposed that the National Assembly support the policy of allowing the new Da Nang city after the merger to continue implementing the current specific mechanisms and policies of Da Nang city according to Resolution No. 136/2024/QH15 and Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang city and Khanh Hoa province.

Quang Nam Provincial Party Secretary Luong Nguyen Minh Triet proposed that the National Assembly support the policy of allowing the new Da Nang city after the merger to continue implementing the current specific mechanisms and policies of Da Nang city according to Resolution No. 136/2024/QH15, including updating new, more suitable policies.
Regarding the free trade zone, after the initial phase is formed, it is possible to study the expansion to the south of the new Da Nang city. Quang Nam has many suitable areas with many advantages such as Tam Hoa port, Chu Lai airport, etc.
The implementation of Resolution No. 170/2024/QH15 in Da Nang city in recent times has shown many remarkable results, so Quang Nam province also hopes that when merging with Da Nang city, this mechanism will be applied to remove difficulties and obstacles in the area.

Concluding the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai said that Da Nang city needs to continue working with the Government to soon submit to the National Assembly a resolution on the international financial center because there is not much time left.
For the Vietnam international financial center located in Da Nang city, this is a new and difficult issue. When presented to the National Assembly, it must receive a large consensus, so it is necessary to build a tight policy.
Regarding specific mechanisms and policies in financial centers such as investment incentives; establishment of specialized trading floors; foreign exchange activities; adjustment and supplementation of urban planning... it is necessary to report further to the National Assembly's Economic and Financial Committee.
Free trade zones are closely linked to financial centers, in which it is important to attract strategic partners, financial corporations, and domestic and foreign institutions to invest and operate in these models.
The National Assembly leaders assigned the Economic and Financial Committee to continue coordinating with Da Nang city regarding the construction of an international financial center and the establishment of a free trade zone to ensure legality.
The city needs to promptly complete the procedures to ensure the effectiveness of the free trade zone that will be formed in the coming time.
Regarding the transfer of specific mechanisms and policies of pre-merger localities to post-merger localities, the National Assembly Standing Committee will continue to work and will notify localities after reaching specific conclusions.
