The model of "Zero-dong Ao Dai Wardrobe" of women in Huong Vinh ward

As one of the wards with a large area and large population (more than 16,000 people), the rate of agricultural work accounts for only about 3%, the rest is mostly small-scale industry and services, Huong Vinh ward faces many challenges in sustainable poverty reduction.

Mr. Nguyen Duc Minh, Vice Chairman of Huong Vinh Ward People's Committee said: Thanks to the effective mobilization of social resources, synchronous coordination between departments, socio -political organizations and people, social security work in the area has had many positive changes.

“In 2021, the whole ward had 49 poor households and 84 near-poor households. Up to now, it has decreased to 18 poor households and 67 near-poor households. Most of the households that have escaped poverty have the conditions to develop their economy and stabilize their lives,” said Mr. Minh.

One of the typical models is the livelihood support program, with the motto "Support fishing rods instead of fish". Mr. Hoang Ngoc Quang and his wife, Ms. Cao Thi Hanh (Trieu Son Dong residential group) were supported to open a restaurant selling mussel rice with a budget of 5 million VND from the mobilized fund.

According to Ms. Hanh, her family used to rely on manual labor, which was very unstable. Since receiving support to open a restaurant, the family has had a more stable income. “Not much, but steady,” Ms. Hanh shared.

In addition to livelihood support, many creative and humane activities have been implemented in Huong Vinh. The Women's Union of the ward and its branches have launched the model "Ao Dai Wardrobe without Dong"; organized the movement "Raising piggy banks to save" to support women and children in difficult circumstances. Since the beginning of the year, the Union has presented 64 gifts, worth nearly 18 million VND.

The “Godmother, Godfather” model is accompanying 7 poor students, each child receives 300,000 VND in support each month. Households striving to escape poverty are supported with 300,000 VND each quarter. The “Exchange trash for gifts” model helps raise funds to support poor students to overcome difficulties. “The program is very meaningful, both protecting the environment and helping students have more motivation to study. My daughter also received gifts from this model,” said Ms. Nguyen Thi Thao, in La Khe residential group.

Currently in the ward, Quang Thien Ceramic Tile Company, small-scale carpentry and mother-of-pearl inlay establishments are creating jobs for many local workers, including many people who used to be poor or near-poor.

In early April 2025, the Steering Committee for Eliminating Temporary and Dilapidated Houses of Phu Xuan District coordinated to start building and repairing houses for 5 households in Huong Vinh. Of which, 1 household was newly built, 4 households were repaired. The beneficiaries are poor, near-poor or disadvantaged households. Hundreds of gifts with a total value of tens of millions of VND from organizations and benefactors were given to poor, near-poor and disadvantaged households in the ward. In addition, the Vietnam Fatherland Front Committee of the ward mobilized to present nearly 50 gifts at the beginning of 2025; the Women's Union of the ward, the Farmers' Association, La Khe residential group... all have many flexible and practical forms of support.

“Sustainable poverty reduction is a process that requires the cooperation of both the political system and the people. We always put the people at the center, promoting their role as the main subject in the journey to rise up,” said Mr. Nguyen Duc Minh.
