Veteran Pham Xuan Phung (right cover) is active in many local activities.

For nearly 2 years, people in Thuan Loc ward have become familiar with the image of veteran Pham Xuan Phung, with his white hair and dark blue uniform of the Veterans Association, visiting each resident's house every weekend to share and propagate people to reduce the use of plastic waste and classify waste at source. "Uncle Phung often visits my house every weekend, asks about my family's health and reminds me to classify waste at source to facilitate the handling by functional units", Ms. Nguyen Thi Thanh, a resident of Thuan Loc ward shared.

Veteran Pham Xuan Phung participated in the war against the US to save the country as a military doctor in the Tri-Thien Military Region. After the country's reunification, he continued his medical career, studying for a Doctorate in Dermatology, and obtaining a Master's degree in Laser Technology applied in medicine. With his deep expertise, he was entrusted with the position of Head of the Medical Laser Department at Hue Central Hospital. After many years of dedication, he retired in July 2011.

Upon retirement, Mr. Phung realized that he still had enough health, a clear mind and especially the fire of enthusiasm of Uncle Ho's soldiers that had never cooled down. With the spirit of "Party members going first", and the support of his family, he actively participated in local activities, not shying away from any task. He shared: "I do not see retirement as a time to rest, but as an opportunity to continue to contribute as a Party member, a member of the Veterans Association, always ready to take on responsibilities when entrusted by the organization and the people".

In local movements as well as the activities of the Veterans Association, Mr. Pham Xuan Phung has always been a pioneer and exemplary person. From programs to build a civilized urban lifestyle, Sunday for the community, Green Sunday, and plastic waste reduction campaigns, he not only actively participated but also played a core role in mobilizing and encouraging members and people to respond. Mr. Phung was the one who directly convinced 10 families of Veterans Association members to register and effectively implement the model of "Exemplary Veterans in reducing plastic waste"; at the same time, spreading that sense of responsibility to the entire community, which was recognized and commended by all levels.

Veteran Pham Xuan Phung is also the pioneer in mobilizing members and people to strictly follow the regulations on "burning votive paper in the right place" and "not scattering votive paper during funerals". As a result, 100% of local veteran members strictly followed the regulations.

Not only enthusiastic about his work in the locality, Mr. Phung also takes on the role of Head of the Liaison Committee of the Military Medical School of the Tri-Thien Military Region. Every two years, he and his comrades organize meetings and return to visit the old battlefield. These reunions are not only an opportunity to recall memories of the time of war but also a space to remind each other to maintain the qualities of soldiers, actively fight against historical distortions, protect the Party's ideological foundation and prevent manifestations of "self-evolution" and "self-transformation".

During the COVID-19 pandemic, Mr. Phung was not afraid of danger, working closely with the Party Committee and grassroots cadres to grasp the area and organize the isolation of related cases according to regulations. He also directly propagated and mobilized people to get fully vaccinated, making an important contribution to controlling the epidemic and protecting public health. He always cared about and spoke up to protect the rights of members, the disadvantaged, the disabled and those who had to be isolated due to the epidemic, demonstrating the sense of responsibility and kindness of a veteran to the community.

With his achievements, CCB Pham Xuan Phung was recognized and rewarded by Party committees, authorities, and the Association of War Veterans at all levels. At the Conference to commend advanced models in studying and following Ho Chi Minh's ideology, morality, and style in 2024, CCB Pham Xuan Phung was awarded a Certificate of Merit by the President of the Central Committee of the Vietnam Association of War Veterans.
