On this occasion, the State Bank of Vietnam (SBV) announced a VND500,000 billion credit program (with 21 commercial banks registered to participate) to lend to strategic infrastructure projects such as transportation, electricity, digital infrastructure... with preferential interest rates reduced by 1% or more compared to medium and long-term loan interest rates.
The State Bank of Vietnam (SBV) said that in recent times, the banking sector has proactively implemented many tasks and solutions to implement the National Digital Transformation Program and Resolution 57-NQ/TW of the Politburo .
Regarding raising awareness and making breakthroughs in thinking innovation: The State Bank of Vietnam has established a Steering Committee on science , technology, innovation, digital transformation development and Project 06; issued a plan for the banking sector to implement Resolution No. 57-NQ/TW; issued documents directing the entire sector to promote and promptly remove bottlenecks to serve the development of science, technology, innovation and digital transformation.
Institutional improvement: The State Bank of Vietnam has issued or submitted for issuance many legal documents related to laws, decrees and circulars to promote digital transformation, cashless payments, innovation; deployed many synchronous solutions, supported and promoted digital transformation of credit institutions.

Investing in and upgrading infrastructure: the interbank electronic payment system operates smoothly, safely and reliably; the financial switching and electronic clearing system operates continuously 24/7; the ATM and POS network covers all provinces and cities; providing cross-border retail payment services via QR codes with Thailand, Cambodia, Laos, and is being deployed with China and South Korea; providing automatic, fast, reliable and accurate credit information; non-cash payment transactions via Mobile, Internet and QR channels continue to grow impressively; the information technology system of credit institutions meets the level 3 standards of the Ministry of Science and Technology and international certificates on ensuring security and safety.
Developing and effectively exploiting digital data: newly upgraded data storage and management infrastructure supports product and service management and development; collecting, cleaning data, verifying information and comparing customer biometric information; applying data analysis, artificial intelligence, machine learning, etc. to provide superior, personalized banking products and services; making data-based decisions.
Expanding and connecting the digital ecosystem: many credit institutions have deployed lending and disbursement services throughout the digital channel; integrating and connecting with industries, fields, and non-bank ecosystems to provide seamless products and services to customers; connecting the banking-enterprise ecosystem: integrating financial services into the supply chain, supporting SMEs through digital platforms, and deploying open APIs.

Speaking at the event, Prime Minister Pham Minh Chinh hoped that the banking sector would reduce costs, further reducing interest rates of the VND500 trillion credit package to effectively serve people and businesses. At the same time, the banking sector must be a pioneer in developing science and technology, innovation and digital transformation.
Regarding the upcoming goals of the banking industry, the Prime Minister shared: digital transformation in the banking industry in the coming years will create more favorable conditions for connecting commercial banks with people, businesses, and the State. Digital transformation in the banking industry will contribute to the country's rapid and sustainable development; develop digital government, digital society, digital citizens; thereby contributing to stabilizing the macro economy, controlling inflation, ensuring growth, and ensuring major balances of the economy. Good digital transformation, good participation of people, and reduced costs in the banking industry will bring benefits to people and businesses, reducing corruption and negativity.
Regarding the viewpoint of digital transformation of the banking industry, the Prime Minister requested to closely follow the Party's guidelines and the State's legal policies; take drastic actions, improve efficiency; seize opportunities, take the lead in technology, and promote development. The Prime Minister emphasized the need to perfect legal and practical mechanisms and policies: urgently organize the implementation of a controlled testing mechanism in the banking sector; promptly submit to the Government for promulgation a Decree on Mobile Money... Review legal regulations to promulgate, amend and supplement to ensure consistency and compliance with the provisions of laws: credit institutions, data, electronic transactions... and practical operations and banking operations on digital platforms. Develop digital infrastructure, modern digital platforms, ensure system security and safety, and have high interoperability.
Accelerate upgrading and developing payment infrastructure to ensure continuous, smooth, and safe operations, meeting the diverse and rapidly increasing payment needs of people and businesses. Accelerate the application of key technologies such as artificial intelligence (AI), big data, cloud computing, and blockchain in banking operations. Modernize the core banking system in a flexible and easy-to-integrate direction.
Invest heavily in cybersecurity, data security, build a cybersecurity monitoring center and effective incident response capacity. Promote secure data connection and sharing to develop a financial services ecosystem. Develop diverse, convenient and personalized digital banking products and services: comprehensively digitize traditional banking processes and products; develop new and innovative digital financial products and services to meet the increasingly high and diverse needs of customers; expand access to financial services for disadvantaged groups, remote areas, border areas and islands.
Developing digital data, combined with Project 06 to create momentum to promote digital transformation in the banking sector: closely coordinate with the Ministry of Public Security to effectively implement Project 06, focusing on providing banking services and utilities to people and businesses through the VNeID platform. Promote connection and data sharing between national and specialized databases and the National Public Service Portal, promote fast, convenient and safe online payments.
Promote the implementation of online public services in the banking sector, striving to complete the upgrade of 100% of eligible administrative procedures to full online public services by 2025. Diversify human resource training methods. Promote the convenience of digital transformation to serve the people, improve during the usage process, ensure people feel secure when using.
The Prime Minister requested that if we say something, we must do it. If we commit, we must do it. If we do something, we must have results and products that can be "weighed, measured, and counted" so that people can truly enjoy it.
Regarding the VND500 trillion credit package, the Prime Minister hopes that the State Bank will find a way to effectively manage and serve people and businesses, especially those investing in strategic infrastructure.
The Prime Minister stated that there are currently 5 million business households, the State Bank of Vietnam needs to coordinate with relevant ministries and branches to have a mechanism to manage the activities of this number, collect taxes using invoices generated from cash registers, control finances, and support digital transformation so that they can effectively contribute to the economy, creating a healthy and transparent business environment.

Vietnam has more than 13 million social security beneficiaries, including 3.7 million people who need assistance and more than 1.7 million people with disabilities or who are unable to work. Many of them have to travel for hours, cross mountains and forests, and queue in the rain and sun just to receive a few hundred thousand in subsidies. Incorrect information, lack of documents, and no list… make them return empty-handed.
