The land area of ​​these 28 mineral mines was leased by the State for the purpose of mineral exploitation. The term of use has now expired but has not been extended. The mining enterprise has also completed the mine closure work.

After recovery, the land area of ​​28 mineral mines was handed over to local authorities for management and use in accordance with regulations.

The Provincial People's Committee assigns the Department of Agriculture and Environment to take full responsibility before the law, the province and relevant units for the legal basis of land recovery, area, boundary location of the recovered land, and assignment of the unit to manage the land after recovery.

The Department of Agriculture and Environment shall preside over and coordinate with the People's Committees of districts, cities, towns, mining enterprises and relevant agencies to specifically determine the boundaries of land plots to hand over land in the field to localities.
