
On the afternoon of May 30, in Ha Tinh, Deputy Minister of Construction Nguyen Xuan Sang chaired an online meeting on the appraisal of the detailed planning for the development of land and seaport waters for the 2021-2030 period, with a vision to 2050, of the provinces of Ha Tinh, Quang Tri, Binh Dinh, and Binh Thuan .
Attending the meeting were Vice Chairman of the Provincial People's Committee Tran Bao Ha; members of the Council for Appraisal of the Detailed Planning for the Development of Land and Seaport Water Areas for the 2021-2030 Period, with a Vision to 2050; and representatives of relevant local leaders.
At the meeting, the units heard a report on the draft Detailed Planning for the development of land and seaport waters for the 2021-2030 period, with a vision to 2050, of the provinces of Quang Tri, Ha Tinh , Binh Dinh, and Binh Thuan.


According to the draft planning, Ha Tinh seaport includes Vung Ang wharf area; Son Duong wharf area; Xuan Hai and Xuan Pho wharf areas; Cua Sot wharf area; Xuan Giang petroleum wharf area; buoy wharfs, anchorage areas, transshipment areas and storm shelter anchorage areas.

The target by 2030 is that goods passing through Ha Tinh seaports will be from 46.3 million tons to 83.5 million tons; the infrastructure will have a total of 13 ports including 36 to 44 wharves with a total length of 7,509m to 9,653m; the scope of land and water areas will be determined to be suitable for the scale of the port and meet the needs of goods passing through.
By 2050, the seaport system in Ha Tinh will meet the demand for goods with an average growth rate of about 3.6%/year to 4.5%/year.

Total land use demand according to planning until 2030 is about 241ha; total water surface demand is about 29,536ha. Capital demand for investment in seaport system until 2030 is about 14,007 billion VND.
Priority investment projects are on public maritime infrastructure, including renovating and upgrading the Vung Ang navigation channel for ships up to 50,000 DWT and the breakwater system (phase 2); infrastructure serving maritime safety such as: storm shelters, maritime traffic monitoring and coordination systems; investment in the construction of public service wharves, facilities serving specialized state management tasks; investment in ports in Vung Ang and Son Duong wharf areas.
At the meeting, opinions were discussed and many ideas were contributed to complete the draft planning.
Vice Chairman of the Provincial People's Committee Tran Bao Ha affirmed: In recent years, Ha Tinh has had solutions to improve the efficiency of exploiting seaport infrastructure, contributing positively to attracting cargo loading and unloading, as well as increasing the ability to receive ships with increasingly large tonnage.

The detailed planning for the development of land and seaport waters in the 2021-2030 period, with a vision to 2050, will create a basis for management, attraction, and selection of investors to implement seaport investment projects, serving the economic development of Ha Tinh.
Also at the meeting, the members of the Appraisal Council voted. Accordingly, the detailed planning for the development of land and seaport waters for the period 2021-2030, with a vision to 2050, of the provinces of Quang Tri, Ha Tinh, Binh Dinh, and Binh Thuan was officially approved.
Concluding the meeting, Deputy Minister of Construction Nguyen Xuan Sang commended the Vietnam Maritime Administration for coordinating with the consulting unit and localities in developing the draft Detailed Plan for the development of land and seaport waters for the period 2021-2030, with a vision to 2050 for the provinces of Quang Tri, Ha Tinh, Binh Dinh, and Binh Thuan, which is quite complete, detailed, and basically meets the requirements.

The Deputy Minister of Construction requested the Vietnam Maritime Administration and Waterways, the consulting unit, to absorb and synthesize the opinions of delegates to soon complete and submit to the Ministry of Construction for approval the Detailed Plan for the development of land and seaport waters in the 2021-2030 period, with a vision to 2050, of the provinces of Quang Tri, Ha Tinh, Binh Dinh, and Binh Thuan.
