We visited the family of fisherman Tran Van Thanh and his wife Tran Thi Phuong in Hai Ha village (Ky Ha commune, Ky Anh town) on a day at the end of May. Looking at the spacious 2-storey house, fully equipped with modern amenities, no one would think that many years ago, the family had to work hard to make ends meet.

Talking to us with a warm smile, Ms. Phuong confided: "In the past, my family also had a seagoing ship but the capacity was small, fishing close to shore, the income was low and unstable, not enough to cover living expenses and raise 6 children to study. In 2016, after receiving support policies from all levels, my family boldly borrowed nearly 1 billion VND from the bank and relatives to build a new 495CV ship. After only 3 years, my family paid off all debts, had savings to build a new house and took care of our children much better than before....".

It is known that on average, each long trip at sea, Mr. Thanh's fishing boat catches 4-5 tons of seafood. Thanks to that, for many years, Mr. Thanh's family has had a stable income. In 2024 alone, the income from offshore exploitation and fishing helped his family earn more than 1 billion VND.
Previously, the small boat of Mr. Tran Manh Phuong's family (Hai Ha village) only brought in an income of 200-300 million VND/year. This source of income only helped the family have a stable living standard but could not develop the economy . With the encouragement and support of the government and his own determination, Mr. Phuong boldly borrowed capital to convert the boat to 420CV to go offshore to increase income. In recent years, fishing activities have brought in a stable income of 500-800 million VND/year, helping Mr. Phuong's family become one of the households with a good economy.
Mr. Tran Manh Phuong said: “With the encouragement and support of the Party Committee and authorities at all levels, my family has converted a large-capacity boat for offshore fishing. With the solidarity of the crew, modern fish tracking equipment, and investment in fishing gear, our boat often catches a large amount of seafood. After deducting fuel costs, the 7-8 crew members on the boat have an income of on average tens of millions of dong per sea trip. This is the motivation that helps fishermen persevere in sticking to their ships, sticking to the sea, protecting the sovereignty of the sea and islands of the Fatherland...”.
Ky Ha commune is the locality with the largest number of large-capacity fishing vessels, fishing offshore in Ky Anh town. In recent times, the local government has actively encouraged fishermen to stay at sea and fish offshore, investing in increasing exploitation capacity through support funds from all levels. Thanks to that, up to now, the whole commune has more than 308 boats, including 31 boats of 420 CV - under 800 CV, 70 boats from 90 - 400 CV ...

The main fishing grounds of large-capacity vessels in Ky Ha commune are concentrated in Quang Nam, Da Nang, Binh Thuan , Hai Phong, Quang Ninh; Hoang Sa and Truong Sa archipelagos.... The total annual seafood output from vessels is from 3,000 to 4,000 tons. In 2024, the profit from fishing vessels in Ky Ha commune reached 160 billion VND. From the beginning of 2025 until now, the catch has reached more than 1,300 tons, creating jobs for about 1,300 workers participating in exploitation on vessels.

Mr. Nguyen Tien Thang - Chairman of Ky Ha Commune People's Committee shared: "In recent years, the Party Committee and the People's Committee of the commune have always encouraged and created the most favorable conditions to help people develop traditional occupations, aquaculture, especially investing in offshore fishing vessels, so the number of households escaping poverty and getting rich has increased quite rapidly. Currently, the average income per capita in the commune has reached 62 million VND/person/year; the poverty rate in 2020 was 7.65%, now it is only 1.46%".
Ky Anh Town currently has 1,290 fishing vessels, of which large-capacity vessels are concentrated in Ky Ha Commune. In the coming time, the town will continue to coordinate with departments, branches and localities to effectively implement policies to support offshore seafood exploitation to encourage fishermen to invest in building new and converting vessels. At the same time, propaganda work will be strengthened so that fishermen strictly comply with legal regulations when exploiting seafood at sea.
