This decision was made at a time when the country has implemented many mechanisms and policies to prioritize support for private enterprise development, especially Resolution 68-NQ/TW. Newly established small and medium-sized enterprises will be exempted from corporate income tax for the first 3 years, exempted from business license fees for the first year, and supported with a 30% reduction in land rent for 5 years... This is a favorable condition for "young" enterprises to gradually assert their mettle in the market."
In the first 8 months of 2025, Ha Tinh established 1,178 new enterprises, an increase of 24.2% over the same period in 2024. To date, the whole province has about 13,000 enterprises and affiliated units. This is a positive number in the context of many economic difficulties, showing the business community's confidence in the orientation and policies of the Party and State as well as the efforts to reform administrative procedures and improve the investment environment of local authorities.

According to Mr. Nguyen Duc Thang - Deputy Director of the Department of Finance, the recent increase in the number of enterprises in Ha Tinh is the result of many factors acting simultaneously. First of all, it is the strong policy from the Central Government and the province on private economic development, in which Resolution 68-NQ/TW plays the role of a "compass". The issuance of action plans of the Government and the action program to implement Resolution 68-NQ/TW of the Provincial Party Committee helps localities have a clear legal basis to promptly and synchronously deploy private economic development tasks, creating motivation for enterprises to operate. The province has assigned specific tasks to departments, branches and localities to perfect investment and business policies, drastically implement administrative reforms, and improve the investment environment to achieve the goals set out in the resolution.
In addition, the province has continued to promote administrative procedure reform and investment environment improvement, helping to reduce the processing time for business registration dossiers to an average of 1.2 days, with more than 94% of dossiers being returned with results before the deadline, creating satisfaction for businesses. All levels and sectors have increased dialogue with businesses, focusing on removing difficulties for businesses in accessing land, credit capital, etc., creating more favorable operating conditions.

The sharp increase in the number of newly established enterprises in Ha Tinh is a good thing. However, "birth" is just the beginning, and how to operate the enterprise is a story that requires many comprehensive and practical solutions.
Mr. Le Duc Thang - Chairman of the Provincial Business Association said: Although the business community of Ha Tinh has had remarkable development in terms of quantity, scale, and fields of operation; strongly shifted in the structure of industries; became a core force, making important contributions to the development targets of the province. However, frankly speaking, about 85% of enterprises in the area are small and micro-sized, leading to lack of capital, lack of technological capacity, limited competitiveness, making it difficult to access investment incentive policies.
In addition, the management capacity of many enterprises is limited, lacking long-term business strategies, lacking high-quality human resources, lacking value chain linkages; a part of operations is seasonal and unsustainable... Newly established enterprises need to avoid these "weaknesses" to move towards practical and effective operations. The core issues that "young" enterprises must focus on to move towards sustainable development are essentially efforts to maintain and operate according to market mechanisms; comprehensive innovation, investing all resources to catch up with development trends; increasing the scale of operations, gradually joining the global supply chain...

In the coming time, the business community is expected to face many challenges from military conflicts, climate change..., the risk of disrupting the supply chain and increasing production costs, affecting businesses. Therefore, in addition to the efforts of businesses themselves, there is a great need for strong support from all levels and sectors for the business community .
