On the morning of November 19, Deputy Prime Minister Ho Duc Phoc presented the draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration.

According to the Deputy Prime Minister , the issuance of the draft aims to continue institutionalizing the Party and State's major guiding viewpoints on foreign affairs and international integration, especially the policy of synchronous, comprehensive, extensive and effective international integration; and innovation in law-making and enforcement in the new situation.

Accordingly, the subjects of application include agencies, organizations and individuals belonging to agencies and organizations directly and regularly operating in the field of international integration; businessmen, scientists, experts on international integration, retired senior diplomats and other individuals directly participating in performing foreign affairs and special international integration tasks, helping to ensure or making important contributions to national interests; enterprises and professional associations participating in international integration activities; international organizations, special delegations and other relevant organizations and individuals.
Deputy Prime Minister Ho Duc Phoc said that solutions to increase human resources for international integration include: Creating a mechanism to send our forces to participate in construction activities in areas with conflicts and disasters or to build projects to support partners from funds from foreign partners, especially the United Nations, or our own funds to ensure efficiency; allowing provincial People's Committees to establish representative offices abroad in a number of key areas, in accordance with the international integration requirements of local authorities.

Mechanism for mobilizing retired civil servants, public employees, and armed forces officers; regime for sending seconded officials from ministries and branches to localities to carry out key tasks of international integration. The draft resolution also appoints the positions of "Special Envoy" and "Ambassador Extraordinary and Plenipotentiary at Large" in a number of areas of foreign affairs and international integration of strategic importance and as head and advisor to the Government Negotiation Delegation.
The Government's report clearly states the support mechanisms and policies for those working in foreign affairs and international integration, such as the regime and policies for those working in foreign affairs and international integration regularly. "Regarding funding, the Government estimates the annual impact of implementing the resolution to be about 990 billion VND, including monthly support for the force doing regular foreign affairs and international integration work of about 323 billion, and training and fostering costs for officials doing foreign affairs and international integration work of about 667 billion VND," the Deputy Prime Minister informed.
Consider applying science and technology to set up "Virtual Offices"
Representative of the Inspection Agency, Chairman of the National Defense, Security and Foreign Affairs Committee (NDSC, DN) Le Tan Toi agreed with the necessity of issuing a resolution to institutionalize the Party's guidelines and policies, the State's policies on foreign affairs and international integration in the new situation, in the spirit of Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation; at the same time, remove difficulties and obstacles, create breakthroughs and fundamental changes, meet the practical requirements of foreign affairs and international integration in the context of our country entering a new era.

Some opinions in the Committee said that the establishment of representative offices abroad by localities does not have sufficient legal basis and is not consistent with the spirit of Resolution No. 18; it is recommended to consider solutions to apply science and technology, establish "Virtual Offices", information channels, and effective connection networks; ensure consistency in foreign affairs activities, avoid overlaps and duplication in functions, tasks, or the emergence of apparatus, budget, and resources.
The National Assembly also proposed to clarify the content of the regulations on the titles of "Ambassador, Special Envoy of the President, Ambassador Extraordinary and Plenipotentiary at Large"; evaluate and analyze practical difficulties and shortcomings and the urgency of appointing these titles.
Regarding the regime and policies for those who regularly work in foreign affairs and international integration, there are opinions that the support must be consistent with the policies applied to civil servants and public employees in other fields in the political system. "Regarding resources and conditions to ensure implementation, the Review Agency recommends a full review and assessment of the impact of specific policies stipulated in the draft resolution on the annual state budget," noted Chairman of the National Defense and Security Committee, DN Le Tan Toi.
