Floods are complicated, localities activate emergency plans

Due to the influence of strong East wind disturbances, from November 15 to 18, 2025, moderate to very heavy rain occurred over a wide area in Dak Lak province.

Record rainfall recorded in some areas reached more than 700 mm, causing localized flooding, landslides and traffic disruption in many communes from mountainous areas to coastal plains.

Faced with unpredictable natural disasters, the commune authorities and functional forces have activated the "4 on-site" plan, working overnight to evacuate people and property to safety.

According to a quick report from the Department of Agriculture and Environment of Dak Lak province, the flood that lasted from the night of November 15 to the evening of November 18 left serious consequences in many localities.

In the past 24 hours, Dak Lak province has had heavy to very heavy rain, with rainfall measured from 3:00 a.m. on November 18 to 3:00 a.m. on November 19 ranging from 100 to 250 mm, with some places being even higher, such as Song Hinh 4 (Song Hinh commune) 490.5 mm; Hoa My Tay (Hoa My commune) 436.2 mm; Son Long (Van Hoa commune) 379.4 mm; Xuan Phuoc (Xuan Phuoc commune) 359.2 mm; An Hai (O Loan commune) 353.2 mm; Cu Mong (Xuan Loc commune) 354.8 mm. The heavy rains have caused the water levels on major river systems such as Serepok River, Ba River, Ky Lo River and Ban Thach River to rise rapidly, exceeding alert level 3 in many places.

Currently, the water level of the rivers is rising very quickly, the communes and wards along the Ba River and Ky Lo River in low-lying areas are deeply flooded, isolated and submerged from 1 - 1.5 m. Most of the 34 communes and wards in the East and some communes in the West such as: Yang Mao, Cu Pui, Krong Bong, Ea Sup, Ea Rok, Ea Bung, Ia Rve, Ia Lop, Krong A, Vu Bon, Ea O, Cu Yang, Ea Pal, Krong Ana, Dur Kmal, Ea Na... are flooded, inundated, landslides, flash floods. Some houses are flooded, isolated, and at risk of landslides.

Faced with the complicated developments of the floods, implementing the direction of the Provincial People's Committee and the Department of Agriculture and Environment, local authorities have mobilized all forces to respond with the motto "human life is above all". Hundreds of flooded houses had to be urgently evacuated on the night of November 18.

In Dong Xuan commune, on the night of November 18, the authorities urgently evacuated 75 households with 196 people in Hamlet 4, Long Chau village to the commune's Cultural Center for safe shelter.

The communes of Xuan Phuoc, Phu Mo, and Xuan Lanh also promptly evacuated people in low-lying areas, and at the same time arranged forces to block 24/7 at overflow culverts and deeply flooded bridges such as Cay Sung Bridge, Suoi Nghe Bridge, and Ha Rai Bridge... resolutely not allowing people and vehicles to pass through.

Rescue work for people trapped and isolated in floodwaters is also being urgently deployed.

In Yang Mao commune, on the night of November 18, police and local authorities evacuated 180 people from two flooded areas in Yang Han village. At the same time, they transferred food to 26 isolated households waiting for the water to recede.

In Tay Son commune, 8 people who were trapped while working in the fields were also brought safely across the stream by authorities.

Notably, in Ea Ba commune, the authorities promptly discovered and urgently evacuated a family of four living next to a collapsed retaining wall, which posed a direct risk to their homes.

According to the Department of Agriculture and Environment, large irrigation reservoirs in the area have basically reached their design water levels, and many reservoirs are having to regulate their overflows to ensure construction safety.

For example, Phu Xuan and Ky Chau reservoirs are operating to discharge floodwaters with carefully calculated flows to reduce pressure on downstream areas. The Civil Defense Command in communes is maintaining strict on-duty regimes, closely monitoring the flood discharge situation of reservoirs and hydropower plants to promptly warn people.

Not only housing was damaged, agricultural production - the "livelihood" of the people was also seriously affected. About 1,000 hectares of crops were flooded and damaged; over 300 cattle and about 5,000 poultry were swept away.

In Vu Bon commune, sudden floodwaters swept away more than 2,000 ducks belonging to Mr. Nguyen Van Son and 45 hectares of coffee and corn.

Similarly, in Cu Pui commune, strong floodwaters flooded the sturgeon farm in Dak Tuor village, sweeping away more than 4 tons of commercial fish, causing great economic damage.

Preliminary statistics in Yang Mao commune show that hundreds of hectares of crops including coffee, pineapple, banana and acacia were also severely damaged.

The vital traffic infrastructure system connecting areas in the province was also "paralyzed" in many sections. National Highway 1A section through Xuan Loc commune was flooded to an average depth of 40-50 cm, stretching for 800 m, making it impossible for vehicles to circulate.

National Highway 19C, passing through Xuan Phuoc and Dong Xuan communes, was also cut off due to deep flooding. In particular, many inter-commune roads in Yang Mao and Cu Pui areas suffered serious landslides; bridges and culverts were washed away, completely isolating many villages and hamlets.

According to the forecast of the Hydrometeorological Station, from now until the end of November 19, the eastern region of Dak Lak province (including coastal and delta communes) will continue to have heavy to very heavy rain with total rainfall ranging from 150 - 300 mm, in some places over 400 mm.

The risk of flash floods, landslides and localized flooding in low-lying areas remains very high, especially floods on the Ky Lo, Tam Giang and Ban Thach rivers which could reach alert levels 2 to 3, or even above alert level 3.

Faced with the above situation, the Provincial People's Committee requested the People's Committees of communes and wards to continue to closely monitor weather developments; proactively prepare plans to evacuate people in dangerous areas; strictly prohibit people from collecting firewood and fishing in areas with strong flood currents.

The Department of Agriculture and Environment and working groups of the province will continue to closely monitor the area, direct the work of overcoming the consequences, visit and encourage affected families and support people to soon stabilize their lives after the flood.

Regarding agricultural production, the authorities recommend that farmers take advantage of early harvesting of rice and crops that are ready for harvest with the motto "green at home is better than old in the fields" to minimize damage. At the same time, localities need to urgently review and accurately count the damage to have timely support plans according to regulations.
