Urgent response to floods in Phu Yen ward

From the night of November 18 to November 19, prolonged heavy rain combined with flood discharge from the hydroelectric reservoir caused many areas in Phu Yen ward to be submerged in water.

By 2:00 p.m. on November 19, 2025, the water level at Phu Lam station on the Da Rang River had reached 4.78 m, exceeding alarm level III by 1.08 m and continued to rise, causing widespread flooding and isolating many residential areas.

Faced with the complicated developments of floods and rains, the People's Committee of Phu Yen Ward issued Official Dispatch No. 3305/UBND-KTHTDT (dated November 17, 2025), strictly implementing the direction of the Provincial People's Committee and urgent dispatches on responding to heavy rains, flash floods, and landslides.

The disaster prevention and control on-duty team is activated 24/7; all forces are mobilized to check the area, update the situation and deploy rescue plans.

The flood caused at least 8/23 neighborhoods in the ward to be flooded, of which Phu Nong neighborhood was completely flooded, Phuoc Binh Bac and Phuoc Binh Nam were partially isolated; Phu Lam 1, Phu Lam 4, Phu Thanh 1, Phuoc Loc 1 and Phu Dong 3 had many sections deeply flooded with fast-flowing water.

About 1,500 houses were flooded with water from 5-80 cm. People's properties were flooded in many places, estimated to have caused great damage due to not being able to evacuate in time. In the livestock sector, hundreds of people's livestock have not been able to move to the highlands: 200 cows, 54 goats, 70 pigs and nearly 1,000 poultry in Phu Nong, Phu Le, Phuoc Loc neighborhoods... are still in the risk zone. Many areas of crops and plants such as bananas and vegetables of all kinds have fallen and been damaged; the government is still continuing to make statistics.

As soon as the flood situation became complicated, the Party Committee and People's Committee of the ward deployed many urgent measures. The Steering Committee for Disaster Prevention and Search and Rescue of the ward was on duty continuously, informing the ward chiefs to warn the people; at the same time, setting up warning posts at locations with deep flooding, landslides, and strong currents.

Authorities have mobilized canoes and motorboats to reach the cut-off points, especially Phu Nong quarter, to evacuate people from the danger zone and transport food, instant noodles, and clean water to isolated households. Two pregnant women were safely taken to the hospital; the elderly were transferred to the ward People's Committee headquarters to avoid the flood.

Police and military forces were deployed to key areas to set up checkpoints, absolutely not allowing vehicles and people to pass through dangerous roads. "We are mobilizing all households in the deep flooded area to evacuate urgently. Some households are still hesitant, the authorities are determined to move them out to ensure safety" - Chairman of the Ward People's Committee Nguyen Xuan Canh said.

On the afternoon of November 19, Comrade Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, was present at the Flood Prevention and Rescue Command Center of Phu Yen Ward. Here, she directly grasped the situation, encouraged the frontline forces and requested the immediate implementation of urgent measures.

He emphasized: We must move people out of the danger zone at all costs. People's lives are the top priority at this time. He directed a review of all areas at risk of deep flooding at night; increased forces and vehicles to hot spots; and resolutely mobilized, even forced, households in high-risk areas to evacuate.

Forecasting that heavy rains will continue, Phu Yen ward continues to request units to closely monitor the area, update damage, support people in evacuation; prepare necessities and medicines on site; increase means to promptly rescue when situations arise.

The forces also continued to put up warning signs and stand guard in deeply flooded areas; and mobilized people's boats and baskets to supplement rescue work.
