Urgently respond to and overcome the consequences of especially large floods

On November 19, the Chairman of the Dak Lak Provincial People's Committee issued an official dispatch on urgently focusing on responding to and overcoming the consequences of especially large floods, inundation, and landslides in the area.

According to a report from the Provincial Hydrometeorological Station, the flood situation in Dak Lak is extremely complicated and dangerous.

Within just 24 hours (from 1pm on November 18 to 1pm on November 19), the entire province recorded rainfall ranging from 100 to 300 mm. In particular, some places recorded rainfall of over 800 mm.

Many areas in the eastern communes and wards of the province are still deeply flooded.

Prolonged heavy rains have caused the water level on the rivers to rise rapidly. At 2 p.m. on November 19, the water level measured at Cung Son station reached 39.49 m, approximately the historical flood level of 1993. At Phu Lam station, the water level reached 4.78 m, exceeding the alarm level 3 by 1.08 m. More worryingly, on the Ban Thach river at Ha Bang station, the water level reached 13.72 m, exceeding the alarm level 3 by 4.22 m and breaking the historical flood record of 2009.

Assessing that this is a serious flood, with peak flood flow approximately equal to and higher than historical flood levels, the Chairman of the Dak Lak Provincial People's Committee requested heads of departments, branches, sectors and Chairmen of People's Committees of communes and wards to continue to seriously implement the direction of the Provincial Party Committee and the Provincial People's Committee; closely monitor the developments of especially heavy rains and floods, emergency floods; promptly inform authorities at all levels and people to proactively prevent and avoid at the highest possible level.

At the same time, postpone meetings that are not really urgent and not related to the direction of flood prevention and control, especially large floods. Heads of provincial departments, branches, unions, Secretaries, and Chairmen of People's Committees of communes and wards proactively and focus on organizing inspections, urging, and directing timely response and recovery work according to the assigned areas and fields of management.

Comrade Secretary, Chairman of the People's Committee of communes and wards: Focus on leading, directing, and immediately deploying necessary tasks and measures according to the "four on-the-spot" motto to ensure the safety of people's lives, placing the task of ensuring life safety and saving people as urgent and above all, including:

Proactively deploy plans to relocate and evacuate people in dangerous, deeply flooded, and isolated areas; resolutely relocate and evacuate people, vehicles, and property out of dangerous, deeply flooded, and isolated areas to ensure the safety of people's lives and property and the State.

Prepare to ensure food and essential needs at the evacuation site; promptly update full reports and accurate information on the situation of floods, landslides and flood recovery work in the area and send them to the Provincial People's Committee Office, the Department of Agriculture and Environment, and the Standing Office of the Provincial Civil Defense Command before 11:00 a.m. every day to synthesize reports to competent authorities as prescribed.

The Provincial People's Committee directed the units: Military Command and Provincial Police to mobilize maximum forces and means to immediately approach deeply flooded and isolated residential areas. The key task is to support the evacuation of people and be ready to rescue in all situations.

The Department of Agriculture and Environment is on duty 24/7, closely monitoring the development of floods and rains to provide timely forecasts and warnings to the people and the government. The Department is also the focal point for synthesizing the damage situation and recovery work to report to the Provincial People's Committee before 2:00 p.m. every day.

Department of Industry and Trade: Direct the safe operation of hydroelectric reservoirs, ensure reasonable flood discharge procedures to reduce flooding in downstream areas, and absolutely prevent dam safety incidents from occurring. In addition, the Department needs to direct businesses to ensure the supply of electricity, gasoline and essential goods, and be ready to regulate necessities for isolated areas;

Department of Construction: Strengthen traffic control and coordination forces, resolutely not allowing people and vehicles to enter areas with deep flooding, fast-flowing water or risk of landslides;

Department of Education and Training: Proactively direct schools to implement measures to ensure safety for students and teachers. Depending on the actual situation in each commune and ward, schools can decide to let students stay home to avoid storms and floods.

The telegram also requires the Irrigation Works Management LLCs and the owners of hydroelectric and irrigation dams in the area to strictly implement the inter-reservoir operation process. The regulation of flood discharge and water storage must be carefully calculated to ensure the safety of the works and minimize flooding in the downstream areas. In particular, the units must seriously implement early warnings to the people in the downstream areas before proceeding with flood discharge.

The People's Committee of Dak Lak province requested heads of agencies, units and leaders of communes and wards to seriously implement the above instructions, regularly report the situation to the Department of Agriculture and Environment for synthesis and send to the National Civil Defense Steering Committee and central ministries and branches.
