At the meeting, the Department of Industry and Trade informed the implementation of wind power projects in the province. Accordingly, to date, the Provincial People's Committee has approved the investment policy for 19 wind power projects with a total capacity of 1,395MW. Accordingly, there are 11 projects that have started construction and are under construction (7 projects/project parts have been put into commercial operation with a total capacity of 340MW); 2 projects have been completed and are preparing procedures for recognition of commercial operation with a total capacity of 60MW, expected to be commercially operated in the third quarter of 2025; 2 projects are under construction and 8 projects have been granted investment policies but are not yet qualified for construction. At the same time, there are 5 onshore wind power projects, including 4 projects that have been put into commercial operation: (i) Lac Hoa Wind Power with a capacity of 30MW, 8 turbines; (ii) Hoa Dong Wind Power with a capacity of 30MW, 8 turbines; (iii) Lac Hoa 2 Wind Power with a capacity of 130MW, 40 turbines; (iv) Hoa Dong 2 Wind Power with a capacity of 72MW, 22 turbines and 1 project has been completed, and is completing procedures to be recognized as commercially completed as Wind Power Project No. 3 with a capacity of 30MW, 7 turbines.
During the construction and operation of onshore wind power projects, some households requested compensation mechanisms and policies, support for damage to land areas within the safety corridor of wind towers because of restrictions on land use rights; some households requested the State to have policies to compensate and support land, relocate houses and architectural structures within the safety corridor of wind towers because they believed that wind turbine blades cause noise, affecting the psychology, health, daily life and aquaculture of households. In that situation, in the past, the province has repeatedly requested the Central Government to provide guidance and policies to resolve difficulties and problems in handling complaints and recommendations of households and individuals regarding compensation and support for land, houses, constructions... within the safety corridor of wind towers and issues related to the impact of wind turbine blades and wind turbine noise.
On that basis, the Provincial People's Committee assigned the Department of Agriculture and Environment to coordinate with departments, branches and localities to advise on the development of a resolution of the Provincial People's Council to approve support policies and other specific support for wind power projects in Soc Trang province in order to create a fair and synchronous legal basis for implementation; to completely resolve complaints and lawsuits related to wind power, helping projects to smoothly come into operation according to the 20-year project life cycle; to ensure political security, social order and safety and contribute to the socio-economic development of the locality. The content of the Resolution on Support Policies and Other Specific Support for Wind Power Projects in the province only applies to onshore wind power projects that have been implemented but have not yet compensated or supported land in the safety corridor of wind power projects. At the meeting, wind power investors basically agreed with the issuance of this resolution. However, it is desirable that when promulgating, it is necessary to consider the level of support so that it is reasonable and realistic, because this support increases capital and exceeds the initial budget of the enterprise, affecting the business efficiency of the enterprise.
Chairman of the Provincial People's Committee Tran Van Lau affirmed that in the past, all levels and sectors of the province have directly and resolutely resolved complaints from people about compensation at wind power projects. The issuance of the resolution is an urgent task, a legal basis to resolve issues related to compensation for people affected by the project and also a solution to help businesses operate smoothly in accordance with the law. Therefore, Chairman of the Provincial People's Committee Tran Van Lau hopes that investors agree with the locality's specific policies, so that the locality can issue a resolution to ensure the harmony of interests between people and businesses. The province will consider the level of regulation on the basis of respect for the law, protecting the legitimate rights and interests of people and businesses.
