Urgently handle the remaining large amount of work to be ready for the technical opening of Bien Hoa

In the announcement, regarding the Bien Hoa - Vung Tau Expressway Project, Minister Tran Hong Minh assessed that the project component 2 has had many positive changes, the contractor is urgently implementing the roadbed filling to complete before the rainy season and the construction of the foundation and road surface items. However, the remaining workload at the projects is very large, with many challenges to overcome.

Meanwhile, the progress of component project 1 has not met the requirements, many items are behind schedule. The supply of materials and supplies is still facing many difficulties. Some problems with the site have not been completely resolved (especially the delay in relocating the technical infrastructure system at expressway projects in Dong Nai province)... The above difficulties pose many potential risks of affecting and slowing down the progress of the projects.

To achieve the goal of opening the Bien Hoa - Vung Tau Expressway Project on December 19, 2025 as directed by the Government and the Prime Minister , the Ministry of Construction requested the People's Committee of Dong Nai province to coordinate, support, and direct units to remove obstacles, complete related procedures, as well as have a plan to handle units that are slow in implementation, to ensure the handover to the contractor of the remaining land area in May 2025. At the same time, priority should be given to relocating the locations of electricity, water, telecommunications lines, etc. so as not to affect the construction of overpasses.

For the overpass on provincial road 770B, the Ministry of Construction proposed handing over the site before August 2025 for the contractor to organize construction.

Dong Nai Provincial People's Committee requested relevant departments and branches to review and consider increasing capacity and adding more mines to increase supply volume and meet construction material needs according to plan.

The Provincial People's Committee directed enterprises to increase their operating hours, including holidays, weekends and nights, to ensure continuous supply of materials to contractors. At the same time, strictly manage the price of construction materials, prevent the situation of taking advantage of the scarcity of supply to raise prices, forcing down prices, affecting progress and implementation costs.

For component project 1, the investor directed contractors to mobilize more human resources, means, and equipment to strengthen and supplement construction teams, and establish a detailed schedule to compensate for the delayed volume. Along with that, there is a solution (cutting volume, adding subcontractors, etc.) for contractors who are late and cannot be remedied...
