Science and technology, innovation and digital transformation must contribute 50% to GDP growth
On the afternoon of August 16 in Hanoi, the Government Party Committee announced the decision to appoint the Executive Committee of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term, consisting of 30 members, and the Standing Committee of the Party Committee of the Ministry of Science and Technology, consisting of 8 members.
Comrade Nguyen Manh Hung, member of the Party Central Committee, member of the Government Party Committee, Party Secretary, Minister of Science and Technology, was appointed to hold the position of Party Secretary of the Ministry of Science and Technology for the 2025-2030 term.
Comrade Pham Duc Long, Standing Deputy Secretary of the Party Committee, Deputy Minister of Science and Technology and Comrade Tran Thi Nhi Thuy, full-time Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the 2020-2025 term were appointed to hold the position of Deputy Secretary of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term.
Speaking at the ceremony, Minister Nguyen Manh Hung emphasized: "The Executive Committee is fully aware of its responsibility and honor to be assigned the important task of leading the Party Committee into a special period with a historic mission, contributing significantly to making Vietnam a developed country with high income by the middle of the 21st century."
According to Minister Nguyen Manh Hung, looking back at the 5-year journey of implementing the Resolution of the Party Congress of the Ministry of Science and Technology and the Party Congress of the Ministry of Information and Communications (MIC), we can report to the Congress that, basically, the set targets have been completed and exceeded. Science and technology have made an important shift towards innovation. Postal and telecommunications infrastructure has shifted to digital infrastructure and become the infrastructure of the economy, becoming strategic infrastructure such as electricity and transportation infrastructure. Information technology application has shifted to digital transformation. The above three changes have created the foundation for a breakthrough development period of the country.

The 2025-2030 term is the first term of the unified Ministry of Science and Technology; the first term to implement Resolution 57 of the Politburo on Breakthrough in the development of science and technology, national innovation and digital transformation; the first term to comprehensively implement the second innovation in science and technology and post and telecommunications; the first term to bring the three strategies of science and technology, digital transformation and digital transformation under one roof; the first term, science and technology, digital transformation and digital transformation take on the mission of being the main driving force to realize the aspiration of Vietnam rising up to become a high-income developed country with a socialist orientation.
Minister Nguyen Manh Hung affirmed: The merger of the two ministries, the Ministry of Science and Technology and the Ministry of Information and Communications, is to create synergy. The merger of the two ministries is to erase the boundaries between science and technology, innovation, digital technology industry and digital infrastructure. The merger of the two ministries requires a new approach, a new way of working. And only then will this merger create value.
Science and technology, innovation and digital transformation form a resonant ecosystem, promoting each other's development and playing a key role in the national development strategy. Science and technology provide the knowledge foundation and technical tools; innovation transforms that knowledge into new products, services and business models; digital transformation opens up space for deployment and expansion of application scale at high speed and low cost.
Fundamental innovation is that science and technology, innovation and digital transformation must aim at the ultimate goal of improving national competitiveness, labor productivity, national governance capacity, economic growth, ensuring national security and defense, and improving people's quality of life. Science and technology, innovation and digital transformation must contribute at least 50% to GDP growth.
Science and technology, innovation and digital transformation solve national strategic problems
Minister Nguyen Manh Hung affirmed: Science and technology, innovation and digital transformation must focus on solving national strategic problems, such as promoting double-digit growth, effectively implementing the two-level government model, improving institutional quality, human resource quality, infrastructure, public service quality and product quality.
The spirit of innovation is to closely connect science and technology, innovation and digital transformation, forming a technology - innovation - and data ecosystem, shifting from process management to goal and result management, taking enterprises as the center of the national innovation ecosystem, institutes and schools as the source of knowledge and the state as the creator and supporter, connecting the whole people and the whole society to participate in innovation and digital transformation.
Setting high goals, proposing major solutions, breakthrough policies and mechanisms, arranging suitable competent staff in positions for implementation, inheriting the past, opening up a new future, preserving unity and consensus like preserving the pupil of one's eye. Those are the focuses of the Congress.

We will continuously preserve, cultivate and spread the unique genes of the unified Ministry of Science and Technology, which are the pioneering spirit, creative aspiration, breakthrough will, dedicated service, courage and deep loyalty, to make science and technology, innovation and digital transformation truly become the main driving force of national development.

Science and technology focus on mastering strategic technologies and products. Innovation must bring science and technology to touch, change and solve practical problems in Vietnam, form the spirit of innovation among all people, make innovation a way of life and lifestyle of all people and organizations, and form a startup nation based on digital technology and innovation.
With the trust of the Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, Minister Nguyen Manh Hung affirmed that he "will do his best and put his mind into excellently completing the Congress resolution".
The Government Party Committee also announced the list of 5 members of the Inspection Committee of the Party Committee of the Ministry of Science and Technology for the 2025-2030 term. Ms. Tran Thi Nhi Thuy holds the position of Chairwoman of the Committee.
At the Congress, the Government Party Committee appointed 12 delegates and 3 alternate delegates from the Ministry of Science and Technology to attend the first Government Party Congress, term 2025-2030.
