General Secretary: 'I am not satisfied with the current speed of implementing Resolution 57'

According to the General Secretary, the meeting aims to assess the implementation of Resolution 57 of the Politburo , assess the positive and negative aspects and the direction of implementing the resolution in the coming time. The meeting also aims to prepare for the content of the Steering Committee. At the same time, it is to give opinions on some policies and orientations on the list of strategic technologies.

General Secretary To Lam emphasized that Resolution 57 of the Politburo plays a particularly important role; no country can become powerful with weak science and technology.

The General Secretary said that last week, he received French President Emmanuel Macron and Hungarian President Sulyok Tamas. Both leaders are very interested in developing science and technology and want to cooperate with Vietnam in this field.

"If we continue to be slow in implementation, it will be very difficult to access world science and technology. These are extremely urgent issues," the General Secretary stated.

The General Secretary said he was "very impatient" about implementing the contents of Resolution 57 on science, technology, innovation and national digital transformation. "Our general mood is like that, so we have to review it every week," the General Secretary said.

"With our current speed of implementation, I am not satisfied," the General Secretary stated.

Resolution 57 is not a political slogan.

General Secretary To Lam stated that Resolution 57 is not a political slogan but a practical action plan for Vietnam to take off. Therefore, the implementation work must be regularly reviewed. Existing problems, limitations, and bottlenecks must be assessed and promptly resolved without delay.

The General Secretary said that, according to the standing agency's assessment, to date, ministries and local sectors have deployed and completed 103/600 tasks. There have been positive highlights in the implementation of Resolution 57. However, there are still shortcomings and bottlenecks, with 65 overdue tasks remaining unfinished.

Stating that the tasks for the last 6 months of the year are very large, the General Secretary requested that at this meeting, the Standing Committee of the Steering Committee and delegates need to frankly address existing problems, limitations, and bottlenecks that need to be focused on removing.

"There is no way the world will wait for you slowly"

In his concluding remarks, the General Secretary reiterated that if the bottlenecks are not removed, science and technology will not be developed, and will risk affecting the country's development; causing waste of resources and reducing national competitiveness.

"The world moves very fast, not waiting for us. There's no way they'll move slowly and wait for us," said the General Secretary.

Believing that scientific and technological development must take shortcuts and cooperate internationally, the General Secretary emphasized that Vietnam must apply the world's scientific and technological achievements, but also cannot "fall behind to become a technological dumping ground", hindering development.

The General Secretary emphasized the view that if we are moving towards an independent and self-reliant economy, science and technology must also be independent and self-reliant, and cannot be completely dependent on foreign countries. Lessons from around the world show that many countries that only receive capital and copy without mastering core technology will become dependent, fail, and even fail to overcome the middle-income trap.

Regarding the key tasks that need to be implemented in June and the remaining 6 months of 2025, the General Secretary said that it is necessary to review the tasks, the time is very urgent, and we must "run as fast as we can" to keep up with the progress.

"It is necessary to assign responsibility to each agency and unit, especially the leader. Consider handling responsibility when tasks are not completed without a valid reason. We cannot forget things, we cannot do them arbitrarily, do them when we like, and don't do them when we don't like," said the General Secretary.

The General Secretary also emphasized the view that Vietnam must have its own strategic industries, focusing on areas where the country can be strong. "For example, agriculture and the sea are our strengths, we must focus on that. Or in terms of education and traditional culture, we can calculate more. These are characteristics and autonomy of Vietnam, applying modern technology of the world, but with Vietnamese characteristics," the General Secretary suggested.

The General Secretary noted that the development of a strategic technology portfolio must be based on a scientific perspective, closely following national strategies, solving major problems of the country, and directly serving development goals by 2030 - 2045.

Accordingly, strategic technology must not only rely on existing advantages but must have breakthrough thinking, accept risks in new, high-potential fields, and at the same time thoroughly grasp the spirit of ensuring autonomy in Vietnam's strategic technology.

After the list is approved, the General Secretary requested the Ministry of Science and Technology to preside over and coordinate the selection of 1-3 key strategic technology tasks or products that are urgent, have the potential for quick success, have widespread impact and have the willingness of businesses to participate in pioneering implementation...

Resolution 57 of the Politburo issued on December 22, 2024 identifies the development of science, technology, innovation and national digital transformation as the top strategic breakthrough; considering this the main driving force to modernize the productive forces, perfect production relations, innovate national governance methods, promote socio-economic development, prevent the risk of falling behind and bring the country forward strongly in the new era. General Secretary To Lam is the Head of the Steering Committee.

At the 9th extraordinary session last February, the National Assembly also issued Resolution 193 on special mechanisms to make breakthroughs in science, technology, innovation and national digital transformation, in order to create an important legal basis to institutionalize the contents of Resolution 57.
