Strengthening linkages and expanding agricultural export markets (*)

BAC GIANG - On the morning of May 28, at the Provincial Convention Center, the People's Committee of Bac Giang province held a conference to promote the consumption of lychee and other key agricultural products, specialties, and OCOP products of Bac Giang province in 2025 in both direct and online forms. Assigned by the Chairman of the National Assembly , I am honored to attend the conference to promote the consumption of lychee and key agricultural products, typical products, and OCOP products of Bac Giang province in 2025.

On behalf of the National Assembly Standing Committee, I warmly congratulate the delegates attending the conference and commend the Party Committee, government and people of Bac Giang province for their outstanding achievements in socio -economic development in recent times.

Bac Giang is one of the localities with the highest economic growth rate in the country, leading the Northern midland and mountainous region from 2022 onwards, and is one of the provinces with a positive economic restructuring rate, especially in developing high-quality agriculture.

The conference to promote lychee consumption - an event demonstrating creative and proactive thinking has been organized by Bac Giang province for many years to expand the market and increase the value of local agricultural products. Organizing a large-scale conference with the participation of ministries, branches, and domestic and foreign enterprises is an important step forward, affirming the province's strong determination in promoting agricultural trade, especially lychee - a national specialty fruit.

Over the past years, Bac Giang province has had a very commendable approach, planning reasonable growing areas, strongly applying science and technology to cultivation, expanding production and consumption linkage models. In particular, lychee growers have proactively approached and practiced VietGAP, GlobalGAP, and organic production processes, contributing to improving the quality, preserving the brand and reputation of Bac Giang lychee in the domestic and international markets. Thanks to lychee, a large area with a large population of the province has high income, many households have risen to become sustainably rich.

In addition, Bac Giang has invested significantly in infrastructure supporting production and consumption such as rural transport systems, processing centers, logistics, and actively coordinated with ministries, branches, provinces, cities, and enterprises to diversify domestic and international markets and more than 30 countries in many key markets.

I know that the central ministries, branches, localities and many businesses have always accompanied Bac Giang in guiding cultivation techniques, improving productivity and product quality, implementing production processes that ensure domestic and international standards; applying preservation technology, deep processing, digital transformation, helping lychee maintain quality and prolong consumption time, better meeting export market requirements; in trade promotion, connecting with large distribution corporations, updating information on import-export policies, target markets, thereby contributing to expanding domestic and international consumption markets.

In particular, we appreciate the active cooperation and support of Chinese authorities and enterprises in creating favorable conditions for Bac Giang lychees to be consumed quickly and effectively through border gates; at the same time, expanding the potential for other Vietnamese agricultural products to enter this large and potential market.

Dear delegates and guests!

This year, with about 30 thousand hectares of lychee, the expected output is 165 thousand - 170 thousand tons, Bac Giang is aiming for a successful crop thanks to the consensus of the government, people and businesses.

At today's conference, we heard the commitments of Bac Giang province and the consensus, coordination with high responsibility of ministries, local agencies, business community, entrepreneurs and Chinese partners. I believe that in the coming time, Bac Giang will have a breakthrough in agricultural economic development and production, consumption of agricultural products, serving as a pillar and driving force to contribute to the completion of the economic growth target (GRDP) of 13.6% of Bac Giang province in 2025 assigned by the Government; contributing to the completion of the target of agricultural export turnover of the whole country in 2025 reaching 70 billion USD.

To continue to accompany and support farmers in production and facilitate the consumption of lychee and other key agricultural products, OCOP products, Bac Giang province is requested to proactively and relevant ministries and branches to actively coordinate to effectively implement the following tasks and solutions:

(1) Continue to improve the quality of varieties, invest heavily in scientific and technological research, especially post-harvest, preservation and processing technology to extend consumption time and conquer distant markets with high demands.

(2) Expanding export markets with a focus on China, Japan, Europe, the United States, Southeast Asia, and the Middle East. At the same time, do not neglect the domestic market - where consumption is stable, creating a foundation for long-term production; with the domestic market, it is necessary to focus on building a synchronous consumption chain, ensuring that in a short time, fresh and delicious lychees from Bac Giang will reach consumers.

(3) Promote value chain linkages between farmers - businesses - scientists - management agencies to form a sustainable consumption ecosystem, ensuring stable output and high added value.

I also suggest:

Chinese authorities and partners strengthen trade connections, introduce and facilitate experienced and reputable businesses and traders to sign, purchase and consume lychees in the province; create conditions to shorten administrative procedures to the maximum, create green channels, and prioritize the province's lychees to be imported into China in the fastest and most convenient time. At the same time, create favorable conditions for other Vietnamese agricultural products and fruits to be imported into the Chinese market.

Enterprises, traders, and domestic and foreign distribution corporations should soon connect and sign contracts to purchase lychees, creating a sustainable production-to-consumption chain between lychee growers in particular and agricultural production in general with enterprises.

The media agencies continue to accompany the government and people of Bac Giang province to propagate, promote, and transmit useful and fastest information, facilitating the promotion, circulation and consumption of lychee as well as other agricultural products. One thing to note is that we must link the development of industry and agriculture, in which lychee production is prominent, with tourism development.

On the side of the National Assembly, the Vietnamese Government will continue to accompany and create a favorable legal corridor for agricultural development, especially:

(1) Perfecting the legal system, focusing on promulgating laws and resolutions on private economic development, science and technology, innovation and digital transformation, laws related to tax policies, investment, support for small and micro enterprises, cooperatives and farming households. Consider perfecting the support system for key national agricultural products, including lychee.

(2) Allocate resources to invest in transport infrastructure, especially railways connecting to China, border gates, logistics centers, processing and preservation centers, and concentrated raw material areas.

(3) There is a policy of prioritizing scientific and technological research to serve high-quality agriculture, green agriculture and digital transformation in production and consumption.

I believe that, with the right orientations and the cooperation of the entire political system, businesses and farmers, Bac Giang will continue to affirm its position as a leading agricultural production and consumption center in the country, especially with lychee - the pride not only of Bac Giang people but of the whole country.
