Delegates propose banning wearing clothes with corporate logos during National Assembly meetings

On the afternoon of May 28, National Assembly deputies discussed in the hall the draft Resolution amending and supplementing a number of articles of the National Assembly Session Regulations.

At the discussion, Deputy Thach Phuoc Binh ( Tra Vinh ) stated that one of the procedures to ensure publicity and transparency in the activities of the National Assembly is to publicize the process of receiving and explaining the opinions of the deputies. However, according to Deputy Thach Phuoc Binh, currently, many explanatory reports are still general, not clearly stating which content has been accepted and which content has not been accepted. This not only reduces the persuasiveness of the report but also makes it difficult for voters and National Assembly deputies to monitor the effectiveness of the policy feedback of the drafting agency.

Based on the above comments, the Delegate proposed to add mandatory regulations to the meeting rules. Accordingly, all reports explaining the reception of National Assembly Delegates' opinions must be made public on the electronic information portal at least 48 hours before the meeting...

According to Deputy Thach Phuoc Binh, the National Assembly is a place to express the voice of the people, the solemnity of the regime, and is a symbol of the spirit of the rule of law and democratic dialogue. However, in the past, the internal regulations have not fully regulated the dress code, personal symbols, and prohibited and encouraged behaviors. This not only affects the personal image of the Deputy, but also reduces the dignity of the state authority before the people and international friends.

From there, Deputy Thach Phuoc Binh proposed to add prohibited behaviors in the hall, such as prohibiting the use of costumes and accessories with business logos, commercial slogans or personal symbols to avoid misunderstandings; prohibiting leaving the hall without a valid reason, especially during discussions or voting...; prohibiting personal attacks, using sarcastic language or distorting the content of the discussion, causing disorder or information disruption.

Along with that, Deputy Thach Phuoc Binh proposed to add encouraged behaviors, such as: encouraging deputies to speak briefly, with clear evidence, and quality analysis; debate based on accurate information; encourage delegates to wear traditional and ethnic costumes when international guests attend...

Meanwhile, Deputy Pham Van Hoa (Dong Thap) admitted that he is one of the deputies who "speaks a bit too much". Therefore, he suggested that the discussion time in the hall should be more "flexible". If many deputies register to speak, the discussion and debate time can be adjusted to shorten; conversely, if few deputies speak, the time can be increased. "If many deputies speak, the rule is 5 minutes, if few deputies speak, it can be 7 minutes. I am the one who speaks a bit too much, if I speak a second time, it will seem strange", Deputy Pham Van Hoa expressed his opinion.

National Assembly Secretary General Le Quang Tung said he will study and absorb the opinions of the deputies to complete the draft resolution.

Previously, the report on the review of the draft Resolution amending and supplementing a number of articles of the Rules of Procedure for the National Assembly session proposed a plan on the speaking time of National Assembly deputies at the plenary session. Accordingly: “… National Assembly deputies shall speak for no more than 5 minutes the first time, and no more than 3 minutes the second time…” and “Based on the progress of the session, the presidium has the authority to propose to the National Assembly to decide to shorten or extend the speaking time of each National Assembly deputy…”.

On this issue, there are two types of opinions in the discussion.

Firstly, in case a National Assembly Deputy has not yet fully expressed his/her opinion, he/she can register to speak a second time or send his/her opinion in writing to the Secretary General of the National Assembly. However, this type of opinion suggests that in cases where the time limit for a National Assembly Deputy to speak is no more than 5 minutes, the time for each Deputy to speak should not be further shortened, creating conditions for the Deputy to proactively prepare the content of his/her speech and fully express his/her opinion.

Second, shortening the time for the first speech of a National Assembly deputy from no more than 7 minutes (according to current regulations) to no more than 5 minutes and based on the progress of the session. The time for the first speech can be shortened even more, which is not really appropriate, not enough time for the National Assembly deputy to fully present his/her opinions. Therefore, it is proposed to keep the current regulations, only adding a regulation that the chair and the person running the session, based on the progress of the session, can propose that the National Assembly decide to shorten the time for the National Assembly deputy to no more than 5 minutes to ensure flexibility and suitability with reality.
