On March 21, 2025, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses issued Plan No. 1227-KH/BCĐ to implement the “90-Day Campaign in response to the emulation movement to jointly eliminate temporary and dilapidated houses” in the province. The campaign will take place from April 1 to June 30, 2025; the launching ceremony will be held on March 29, 2025. On this occasion, Ninh Thuan Newspaper conducted an interview with Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Deputy Head of the Standing Committee of the Steering Committee.

* Reporter: Mr. Chairman of the Provincial People's Committee, the work of rural development and poverty reduction has become a widespread movement, a "bright spot" in sustainable poverty reduction efforts. Could you tell us about the results of this work in Ninh Thuan over the past period?

- Comrade Tran Quoc Nam: The emulation movement "The whole country joins hands in building new houses and providing housing" launched by the Prime Minister is a program with profound humanitarian significance, imbued with "comradely love and brotherly solidarity," encompassing the entire political system and encompassing all people. It aims to create a widespread movement to achieve the goal of providing stable housing for those who have rendered meritorious services to the revolution, poor households, and households affected by natural disasters... Deeply aware of this humanitarian significance, in recent times, the Party committees and authorities at all levels in Ninh Thuan province have focused on leading and directing the synchronized implementation of many mechanisms and policies to support housing, especially housing for those who have rendered meritorious services to the revolution, poor households, and near-poor households. The movement has attracted widespread participation and positive response from all levels, sectors, the business community, and all strata of the people. Local authorities and political organizations have been actively utilizing resources to support the repair and construction of housing for poor and disadvantaged households, especially ethnic minorities, creating momentum to help the poor stabilize their lives and contribute to socio-economic development. In 2024 alone, the province supported the construction and repair of 823 houses for poor and near-poor households, with a total budget of over 61 billion VND. This achievement affirms the political determination of the political system from the provincial to local levels in realizing the major policies of the Party and State when put into practice.

Through a review, it has been determined that the province currently has 1,943 households requiring support for poverty alleviation and resettlement (1,422 new constructions and 521 repairs). According to the roadmap set by the Prime Minister , the poverty alleviation and resettlement work must be completed by 2025. Although mobilizing social support for the Poverty Alleviation and Resettlement Fund for poor and near-poor households still faces many difficulties, the Party Committee and government of Ninh Thuan province have set a goal and are determined to strive to complete the poverty alleviation and resettlement work in the province by June 2025.

* Reporter: To ensure the campaign is widely disseminated, effective, and completed on schedule, what solutions does the Steering Committee need to implement, Comrade?

- Comrade Tran Quoc Nam: During the 90-day period, the entire province will focus all resources on completing the construction and repair of houses for poor households, near-poor households, and households with particularly difficult circumstances. Along with that, we will mobilize the participation of all levels, sectors, organizations, businesses, and philanthropists inside and outside the province to jointly achieve this noble goal. The focus will be on implementing the following tasks and solutions:

Firstly, continue to implement mobilization efforts to maximize resources from the State, armed forces, Vietnam Fatherland Front, political and social organizations, the business community, and the entire population to accelerate the construction and repair of houses, creating a competitive movement for the poor, and resolutely achieving the campaign's goals.

Secondly, departments, agencies, and localities are responsible for implementing the campaign proactively, positively, openly, transparently, and effectively, without formality, without waiting or relying on others, and without shirking responsibility. They must ensure that support is provided to the right beneficiaries, on schedule, and with the required quality of construction, so that each house is built to the highest quality, in the shortest time, and at the lowest cost.

Thirdly, media and press agencies should strengthen their propaganda efforts regarding this humane policy of the Party and the State, creating social consensus so that everyone supports, shares, and takes collective responsibility in caring for the material and spiritual lives of the people, especially the poor, the vulnerable, and those in difficult circumstances in the province.

Besides the efforts of all levels and sectors, achieving the set goals requires consensus among all segments of the population; the proactive and determined efforts of poor and disadvantaged households so that each house named "Great Solidarity" is not merely a place to live, but also reflects the sharing, joint efforts, and solidarity of the community, the responsibility of society, and instills confidence and motivation for poor and disadvantaged households to rise in life, gradually escape poverty sustainably, and achieve legitimate wealth.

I am confident that, with the strong determination of the entire political system, the joint efforts of the business community and the people, this 90-day campaign will achieve brilliant success, contributing to improving the quality of people's lives, ensuring social security, and building Ninh Thuan province into an increasingly strong and prosperous province.

* The campaign is divided into 3 phases; in which: Phase 1: From April 1st to April 30th: Ninh Son district focuses on completing the construction and repair of 183 houses; Bac Ai 130 houses; Thuan Bac 150 houses; Ninh Hai 79 houses; Phan Rang - Thap Cham city 10 houses; Ninh Phuoc 55 houses; Thuan Nam 140 houses; (Ninh Hai district will complete in phase 1).

Phase 2: From May 1st to May 30th: Ninh Son District focuses on completing the construction and repair of 64 houses; Bac Ai District 240 houses; Thuan Bac District 190 houses; Phan Rang - Thap Cham City 12 houses; Ninh Phuoc District 33 houses; Thuan Nam District 101 houses; (Phan Rang - Thap Cham City and Ninh Son District will complete their projects in Phase 2).

Phase 3: From June 1st to June 30th, 2025: Bac Ai District will focus on completing the construction and repair of 284 houses; Thuan Bac 106 houses; Ninh Phuoc 40 houses; Thuan Nam 33 houses; (The remaining localities will complete their work in Phase 3).
