Implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, the Central Highlands provinces have effectively deployed many projects and models to support production development in the agricultural sector.
Since the beginning of 2024, many localities have deployed capital from the Community Production Development Support Project under the National Target Program (NTP) for Sustainable Poverty Reduction to support the implementation of intensive farming models of rice, coffee, mulberry and livestock and poultry farming... Thanks to practical and timely support resources; the socio -economy of ethnic minority areas has changed positively. The average income per capita has increased; the poverty rate has decreased sharply over the years...
However, the challenges of mechanisms, counterpart funds and coordination between levels in some places are not synchronous, requiring flexible solutions to ensure efficiency and help people escape poverty sustainably. There are currently shortcomings in regulations on financial support. According to Decree No. 38/2023/ND-CP of the Government , the support level must not exceed 60% of the total project implementation cost, while each locality has different specific circumstances.
This makes it difficult for many households to meet the financial counterpart requirements. The requirement to contribute 30-40% of the counterpart costs from the people, both in cash and in kind, puts great pressure on some households. Many households are not able to match. As a result, project approval and capital disbursement are difficult. The counterpart funding of households in kind such as sprayers, lawn mowers, barns, grass growing areas... cannot determine the value of the counterpart materials, making implementation in localities not favorable.
Faced with the above difficulties, localities in the region have applied many solutions to effectively implement the Project. The leadership of the Party Committee and close coordination between government agencies and the Fatherland Front have been strengthened.
The investigation and review of poor households are carried out fairly, publicly and transparently; the results of the improvement of poor and near-poor households are regularly checked and monitored. Localities promote the socialization of community resources, taking advantage of funding from international organizations and enterprises to invest in works serving production and people's lives.
Training and improving knowledge and skills in planning, production arrangement, and application of science and technology in production and business for people is a key factor, especially promoting vocational training programs for youth and ethnic minorities, creating more stable jobs, contributing to helping people rise up...■
