Presenting a report at the meeting, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that the draft Law on Teachers has supplemented and clarified the subjects of regulation. Accordingly, in addition to the team of teachers working under the labor contract regime, the law also regulates those with the title of teacher concurrently holding a management position, as well as retired teachers who are teaching at non-public educational institutions.
However, subjects such as school staff or guest lecturers will not be subject to the scope of this law, but will continue to be regulated by the Law on Education, the Law on Vocational Education and the Law on Higher Education.

Notably, the draft law incorporates the opinions of delegates, adding provisions allowing university lecturers to participate in the management and operation of enterprises. The proposal to extend this policy to teachers in the field of vocational education will need further study, based on practical summaries before being considered in the next phase. The assignment of tasks and time allocation for teachers participating in enterprise operations will be specifically regulated in the implementation guidance document.
Regarding the issue of extra teaching and learning, which has received special attention from society, the draft law does not completely prohibit extra teaching and learning, but clearly affirms that teachers are not allowed to force students to participate in extra classes in any form. In addition, detailed regulations on teachers not being allowed to give extra lessons to the students they are teaching have also been issued by the Ministry of Education and Training .
Speaking at the meeting, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that forced extra classes come in many forms, such as forcing people to attend classes at teachers' homes, forcing people to voluntarily apply for extra classes...
He cited that some students absorb up to 70% of the knowledge during regular class hours, but others only absorb 30-50%, while not all students can master the lesson after class. Therefore, according to him, the regulation prohibiting teachers from tutoring students who are directly teaching them needs to be studied more carefully, both to ensure academic fairness and to avoid putting unnecessary public pressure on the teaching staff.

Minister of Education and Training Nguyen Kim Son. Explaining this content, Minister of Education and Training Nguyen Kim Son affirmed that the regulation "not forcing students to participate in extra classes in any form" reflects the ethical viewpoint of teachers. According to Mr. Son, teachers must fulfill their responsibility to equip students with knowledge during regular school hours. If knowledge is not fully imparted during regular school hours, it means that teachers have not fulfilled their public duties.
