Comrade Do Chi Thanh, Chairman of the People's Committee of Nhu Khe Commune, said that he was assigned the task of running the administration of a commune merged from 3 communes after the merger, with a large amount of work to be solved, plus many arising tasks, which made him confused in the first days. In order to promptly grasp the opinions and recommendations of the people, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Nhu Khe Commune immediately organized a meeting to meet voters, with members including Party Cell Secretaries, Village Heads, and Heads of the Front Work Committees of villages and hamlets in the area... From the opinions at the meeting, the new apparatus classified and developed a plan to resolve them according to the roadmap.
One of the issues that Nhu Khe grasped and resolved quickly and neatly was controlling African swine fever. Chairman Do Chi Thanh said: As soon as information about dead pigs being dumped in the stream running through the area was received, the People's Committee of the commune established control teams to simultaneously deploy many solutions. The team went to each household to check and count the number of pigs, organize vaccinations and require them to sign a commitment not to consume or dump dead pigs when there are signs of disease into the environment. The team patrolled and controlled the area adjacent to other communes and provinces, ensuring that there was no situation of dumping or dumping dead pigs in the adjacent and upstream areas. At the same time, the commune's police and military forces established patrol teams and issued plans to install security cameras on main roads, upstream and adjacent areas... to control and manage the epidemic. Up to this point, Nhu Khe has basically controlled the epidemic in the commune.
Comrade Tran Van Toan, former Vice Chairman of the People's Committee of Nhu Khe Commune (old), after the merger was assigned the task of Deputy Chief of the Office of the People's Committee of the Commune. Ignoring the concerns of someone holding a leadership and management position, Toan "learned while doing" to complete the task... At first, it was difficult and confusing, but gradually he got used to it.
After less than 1 month of operation, the new apparatus has been operating smoothly and effectively. In particular, the settlement of administrative procedures for people of Nhu Khe is highly appreciated, ranking 18th out of 124 communes and wards.
Close to people, close to province
As soon as he was assigned to the commune, the Party Secretary of Duong Thuong commune, Nguyen Dinh Duan, and the cadres directly went to the villages to grasp the thoughts and aspirations of the people. Through practical research, the situation of localized domestic water shortages occurring in the 6 months of the dry season from October to the end of April of the following year in the central area of Lung Ho (old) occurred frequently. Immediately after grasping the situation, the commune cadres mobilized people to store water when it rained, and at the same time assigned 1 comrade to regulate water in the upstream water mine area, ensuring the reasonable use of water resources. However, according to comrade Nguyen Dinh Duan, this is only a temporary solution, in the long term, it is necessary to consider investing in the construction of "hanging lakes" to store water... This idea was recently proposed by the commune to the provincial leaders and was recorded, considered for resolution as soon as possible.
The current team of commune cadres is assessed to have appropriate qualifications and meet job requirements. At working sessions between provincial leaders and communes after the merger, the proactive spirit and immediate engagement with work of the team of cadres and civil servants of the localities were praised and recognized by provincial leaders.
However, with a larger administrative unit and a more complex workload, and more diverse and complex issues, the current team of communal cadres needs more factors, such as a solid grasp of knowledge of law and state management; practical experience and the ability to synthesize and analyze the situation sharply; the ability to organize and implement flexible and creative policies and strategies...
