Video : A project in Dan Phuong becomes a place for grazing buffalo and cows
This project was first approved by Hanoi City for detailed construction planning at a scale of 1/500 at the end of 2015. With a scale of more than 130 hectares, the project includes products such as apartments, villas, and townhouses.
The project's objective is to promote the effective exploitation of the land, forming a new, complete, synchronous and modern residential area for people in the western part of the city according to the approved detailed planning, contributing to promoting economic , social and cultural development as well as making a positive contribution to the state budget.
However, the project has been slow to implement, causing frustration among local residents. Recently, on December 12, at a meeting with voters in Dan Phuong, Phuc Tho, Ba Vi districts and Son Tay town after the 6th session, National Assembly deputies of Hanoi City, Constituency No. 7 listened to voters continue to express their opinions related to this project.
Accordingly, voter Dang Huu Binh, Tan Hoi commune, Dan Phuong district said that the project is slow to implement, the drainage system is still inadequate, every 50mm of rain causes flooding. There was even a rainstorm that forced students of Tan Hoi B Primary School and Tan Hoi Kindergarten to stay home from school.
"People want the authorities to review and take measures to direct the project's progress and promptly overcome shortcomings," said voter Binh.
On behalf of the delegation, Deputy Head of the Hanoi City National Assembly Delegation Pham Thi Thanh Mai acknowledged the opinions of Dan Phuong district voters and requested the district leaders to review the issues raised by voters as well as slow-moving projects in the area. For issues beyond their authority, they will report to the City for classification and handling.
According to Nguoi Dua Tin's records, currently inside the project, land plots have been formed, and infrastructure has basically taken shape.
Due to the slow progress of the project, local people have taken advantage of it as a place to graze buffalo and cows. Every afternoon, this place attracts a large number of local people to exercise and walk.
Regarding the delay in project implementation, Deputy Prime Minister Tran Hong Ha recently gave instructions following a proposal from Hanoi City on the use of land funds to implement the project to pay for the BT (build-transfer) contract. This BT project includes the construction of an elevated road along Ring Road 2 from Vinh Tuy Bridge to Nga Tu So, combined with the expansion of the section from Vinh Tuy to Nga Tu Vong.
BT contract is one of the forms of public-private partnership contracts, applied in many previous projects. From January 1, 2021, according to the provisions of the Law on Investment under the Public-Private Partnership (PPP) method, projects applying BT contracts will stop being implemented. However, the project to build an elevated road along Ring Road 2 had signed a BT contract before that time, so it is currently facing difficulties in continuing to implement.
In the document just issued, the Deputy Prime Minister requested the Ministry of Planning and Investment to clarify the legal provisions on the type of BT contract of the project. At the same time, the Deputy Prime Minister also requested the management agency to raise difficulties and specific solutions to Hanoi's proposal to use the entire 130-hectare land fund to pay investors.
The Deputy Prime Minister requested the Ministry of Finance to give its opinion on the authority to decide on the use of land funds to pay for BT projects, including the above-mentioned project. At the same time, the Ministry of Finance must also determine the legal basis in the case of paying only the land portion equivalent to the final settlement value of the BT project to the investor, the remaining portion must be auctioned.
With the Ministry of Natural Resources and Environment, the Deputy Prime Minister asked for opinions on site clearance. The Ministry of Justice was asked to clarify issues of applying legal regulations to pay for BT contracts.
