Along Metro Line 2, there will be three prime lands planned according to the urban development model associated with public transport (TOD). The total area of the three lands is more than 72 hectares, promising to become a highlight for modern urban development.
The Ho Chi Minh City People's Committee has just issued a plan to implement TOD areas (urban development model oriented towards public transport development) along metro lines 1, 2, and Ring Road 3 according to Resolution 98/2023/QH15. Accordingly, in the period of 2024 - 2025, the whole city will pilot 9 TOD locations along metro lines, Ring Road 3 in District 10, Tan Binh, Tan Phu, Thu Duc City, and Hoc Mon District.
For metro line 2 (Ben Thanh - Tham Luong), three locations along the route were selected to implement TOD, including block I/82a (26.65ha in Tan Phu district); Exhibition Center and Sports Center of Tan Binh district (5.1ha in Tan Binh district); area C30 (40.9ha in Tan Binh district and district 10). These locations are all located in prime, densely populated areas, very suitable for TOD development.
According to Giao thong Newspaper's reporter, Area C30 (Tan Binh District and District 10) is located about 800 - 1,000m from Le Thi Rieng Station of Metro Line 2. This land is surrounded by Thanh Thai, Ly Thuong Kiet, Bac Hai and To Hien Thanh streets.
Currently, the land is used as a parking lot, warehouse, ornamental plant shop... According to the plan, this land will be converted into a compact urban area with the goal of improving land use efficiency and creating more living space for people around Le Thi Rieng station.
Currently, Le Thi Rieng station of metro line 2 is under construction well, ahead of schedule because the site is relatively complete and the technical infrastructure is not complicated.
The next TOD location is at the Exhibition and Sports Center of Tan Binh District. This is a "golden land" area, located between four major roads: Truong Chinh, Hoang Van Thu, Xuan Dieu and Xuan Hong; nestled between a bustling residential area and a modern electricity, road, school and station system.
Currently, this center has an 800m2 gymnasium with a capacity of up to 2,000 people, serving training for sports teams and hosting many major tournaments.
However, on the outside, the center is quite old. Many brick sections are degraded and discolored; trash and puddles of water left after rain create a rather shabby scene compared to the prime location.
According to the plan, this area will be developed into a commercial - service center, a multi-purpose cultural - sports center and an underground parking lot connecting to metro lines 2 and 5. This conversion will not only enhance the convenience for residents, but also optimize the efficiency of land use around the Bay Hien metro station.
Located at block I/82A Tay Thanh (Tan Phu district), the land has an area of 26.65 hectares, adjacent to two axes of Tay Thanh and Truong Chinh. This is also a prime land, located right on the main road, conveniently connecting to neighboring areas.
Currently, this land consists of many vacant lots and some areas are being leased as cinemas and warehouses. The area is oriented to develop into a compact urban area, at the same time exploiting more underground space, optimizing land use efficiency around Tan Binh station and Tham Luong depot of Metro line 2.
The land area of over 26 hectares has many vacant areas that have been wasted for many years. When exploited according to TOD orientation, this land is expected to become a vibrant center, taking full advantage of its location and traffic connection, completely changing the appearance of the area.
The City People's Committee said that the steps to implement TOD development along the metro line and Ring Road 3 will be carried out in the following order: Specifically determining the boundaries, legal status of planning, land, and urban development functions of each area (in the fourth quarter of 2024 and the first quarter of 2025); organizing planning adjustments (quarters I, II, and III of 2025); implementing procedures for selecting investors (quarters III and IV of 2025); issuing decisions approving the project (in 2025).
With the TOD model, Ho Chi Minh City aims to optimize land value, creating abundant resources to upgrade and expand the public transport system, meeting the increasing travel needs of the people.
In addition to the three locations mentioned above, Ho Chi Minh City will develop TOD in 6 other land areas in the period of 2024 - 2025. Including: the area around Phuoc Long station (Thu Duc city) with an area of over 160 hectares along metro line 1 Ben Thanh - Suoi Tien; Coconut farm (152.6 hectares), Long Binh area (29 hectares) in Thu Duc city; 198.4 hectares in Tan Hiep, 389.3 hectares in Xuan Thoi Thuong and 104.9 hectares in Xuan Thoi Son (Hoc Mon district) along Ring Road 3.
