On the afternoon of July 18, the survey team of the Committee for Culture andEducation worked with the Department of Labor, War Invalids and Social Affairs of Lam Dong; vocational training institutions in the area on the implementation of policies and laws for teachers in the field of vocational education and gave comments on the draft Law on Teachers.
The report of the Department of Labor, War Invalids and Social Affairs of Lam Dong province affirmed that currently, lecturers and teachers are being focused on and cared for by schools to improve their professional qualifications and skills. Vocational training institutions have provided a lot of support in terms of time and funding for teachers to successfully complete the criteria and standards to meet the quality requirements of lecturers and teachers in the current period.
However, innovation, quality improvement, diversification of programs, methods of organizing training and fostering for teachers have not been strongly implemented, especially for teachers teaching key industries and professions at ASEAN and international levels.
Currently, there is no recognition of skills and qualifications for people with expertise and experience in other professions who switch to become teachers and lecturers in colleges. Although there is a strong development of a team of artisans, experts, and qualified vocational trainers participating in training, there are still requirements for certificates and related documents, making it difficult to meet the actual situation.
Affirming the need to promulgate the Law on Teachers to focus on developing the teaching staff, including regulations for vocational education teachers, opinions at the meeting suggested that there should be a policy to train and foster students who have graduated from technical pedagogical schools or vocational schools who have the need and desire to become lecturers at vocational education institutions; and have preferential policies to attract talented people to train and foster them to become lecturers at vocational education institutions.
Prioritize training and fostering of skills, professions, new technologies, and digital transformation for vocational education teachers, responding to changes and developments in modern technology for the future.
Regarding the policy on recruitment, appointment, mobilization, transfer, and secondment of vocational education teachers, it is recommended that there be a mechanism and policy to prioritize vocational education teachers with high skills and excellent achievements for appointment and secondment to higher positions. There is a policy to attract talents, especially for workers with experience working in agencies, enterprises, and production and business establishments to work at vocational education institutions.
It is necessary to ensure that teachers are paid salaries appropriate to their job position and professional work. Maintain the seniority allowance for vocational education teachers to ensure that teachers' time dedicated to the career of vocational education is recognized.
In addition, it is necessary to have regulations on the content of state management of vocational education teachers, the system of state management agencies for vocational education teachers from central to local levels and the authority to regulate the functions, tasks, powers and organizational structure of state management agencies for vocational education teachers.
