National Assembly Chairman Vuong Dinh Hue also asked Minister Huynh Thanh Dat to clarify this issue.

Specifically, delegate Tran Thi Dieu Thuy said that on May 11, 2022, the Prime Minister issued the Strategy for Science , Technology and Innovation Development to 2030, one of the key factors to implement this strategy is the participation of researchers and scientists. However, in addition to the support of the scientific community for the above strategy, they also want the Government to have a specific mechanism to accept risks and failures in science, and remove administrative barriers in the management of scientific research activities. May I ask what solutions does the Minister have for this problem?

In response to this question, National Assembly Chairman Vuong Dinh Hue emphasized: This is an issue that many voters and delegates are interested in. "The Minister will contribute to clarifying the content of whether or not to accept risks when conducting scientific research, whether or not to bureaucratize research activities," National Assembly Chairman Vuong Dinh Hue noted.

Answering this question, Minister Huynh Thanh Dat emphasized: This is a content that the whole society is interested in, especially scientists and researchers.

In 2023, the Ministry of Science and Technology revised a series of circulars regulating the management of scientific and technological research projects and tasks to ensure that the circulars are interconnected and consistent with each other. In particular, the regulations on selection and consideration of scientific and technological tasks have been revised to abolish the regulations that scientists who are in charge of the acceptance task and fail to meet the acceptance task will not be allowed to continue participating in scientific and technological tasks for the next 2 years... "We are very concerned about the specificity, risk, and delay of science and technology. Previously, if any scientist did not complete his/her scientific and technological task, he/she would not be able to continue registering for the next 2 years and the host unit also had a certain influence on the registration of advanced scientific and technological tasks. That is an issue that scientists as well as host units are very concerned about, seeing it as an obstacle" - Minister Huynh Thanh Dat said.

Minister Huynh Thanh Dat also expressed that the task of scientific and technological research is a special social activity, it seeks out new problems, can be successful, unsuccessful, fail, succeed early or succeed late, so the specificity is risk and delay.

For more information, Minister Huynh Thanh Dat said that on May 17, the Prime Minister attended the event of 60 years of Uncle Ho with the Science and Technology Sector. At the event, the Prime Minister also affirmed that we must accept risks in scientific research and accept delays in scientific research.

Appreciating the saying "Science is the shortest path to prosperity", Minister Huynh Thanh Dat shared that the Ministry of Science and Technology is trying its best to encourage scientists to actively participate in their vocation, which is scientific research, technology and innovation. I hope that competent authorities will trust scientists more, assign them responsibilities, tasks, mechanisms and policies in a satisfactory manner to help them promote their capacity and ability to contribute.
