KOL: The greater the influence, the greater the responsibility
Cybersecurity seminar with the theme “Building digital trust” organized by the National Cybersecurity Association. Here, experts commented that influencers (KOL/KOC) are not only famous figures on social networks but are gradually becoming “leaders” in the new media trend. They have the role of shaping thinking, spreading information and inspiring millions of people, especially young people. This is an important resource that needs to be promoted in the context of Vietnam implementing the “four pillars” and creating an era of national development.
At the seminar, Lieutenant Colonel Nguyen Tien Cuong, Head of Department 3, Department of Cyber Security and High-Tech Crime Prevention (A05), Ministry of Public Security , emphasized: "It is undeniable that KOLs play a role in changing consumer trends, inspiring life values, and even influencing policies if their voices are strong and correct enough."
However, besides the positive effects, A05 representative mentioned some negative effects of KOL.

One is false advertising and lack of transparency. High income from advertising, sponsorship, and livestream sales can reach billions of VND per month, which sometimes leads to some KOLs disregarding false advertising to make a profit. Many KOLs have been exposed for lack of transparency in charity fundraising activities.
Second, false statements, fake news, and untrue information. Some KOLs spread false information, inciting public opinion, negatively affecting the political and social situation.
Third, spreading deviant ideology and lifestyle. A part of the youth pursues fame regardless of moral values or knowledge, promoting negative actions, offensive behavior, and even deviant views, contrary to traditional moral and cultural values. Some phenomena "bloom quickly and fade quickly" but still leave many bad consequences for the community.
Fourth, negative impacts on national security and social order. KOLs take advantage of their influence to commit acts that violate national security, influence policies, and affect social security and order.
Mr. Nguyen Tien Cuong said: “With the role comes responsibility. The greater the influence, the greater the responsibility. A true KOL needs to be sober in speaking, transparent in advertising and responsible to the online community.”
Currently, the legal framework for KOL activities on social networks is still lacking and weak. Sanctions are not strong enough to deter, while many initiatives to support sustainable KOL development are only in the initial stages.
There needs to be an effective dialogue and connection mechanism between the state and KOLs.

To further promote the important role of KOLs for the country, according to Lieutenant Colonel Nguyen Tien Cuong, there needs to be an effective dialogue and connection mechanism between the state, businesses, platforms and the KOL community to form common views, voices and frameworks.
There needs to be a strong form and mechanism to gather and lead the KOL force nationwide, build it into a force of great influence, promote the combined strength, serve the requirements of ensuring political security, developing the economy , culture, society, conveying and spreading good and positive messages and values in life. From there, promote cooperation, support and honor mechanisms.
It is necessary to promote self-control mechanisms through rules, norms, culture and standards in accordance with legal regulations, Vietnamese customs, culture and requirements of the times, which are built, recognized and respected by the KOL community itself.
Establishing an alliance of Vietnamese influencers (KOL/KOC)
Mr. Nguyen Tien Cuong said that the Department of Cyber Security and High-Tech Crime Prevention (A05) is closely coordinating with the National Cyber Security Association to promote three initiatives:
Firstly, organize a forum that brings together typical and prestigious KOL representatives nationwide, along with managers, businesses and platforms to discuss and propose major solutions to promote and develop the positive role of KOLs in building and developing the country, creating good values for the community.
Second, establish a strong alliance of prestigious and influential KOLs to lead specific initiatives and solutions to create and build trust, spread positive and sustainable values, fight against misinformation and fraud, promote cyber safety skills and guide and guide trustworthy behavior of KOLs, warn and criticize trends and deviant phenomena of KOLs in cyberspace, promote "popular digital education"...
The alliance dedicated to influencers will officially launch within the framework of the first National KOL Conference to take place in August in Hanoi.
Third, launch an action program to promote responsible influence of KOLs through community rules and standards, promoting transparency and voluntary self-control of KOLs themselves.
The first national KOL conference, scheduled to be held in August, will be the official launch of the KOL alliance. The event is expected to create a forum connecting KOLs, management agencies, businesses and digital platforms, towards a civilized, safe and sustainably developed cyberspace.
