Speaking at the launching ceremony, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Phu Xuyen commune, Bui Cong Than, emphasized: In the current period, when the whole country officially implements the two-tiered local government model, the commune level is identified as the place for the most direct and concrete implementation of policies on administrative reform, digital transformation, and serving the people. Phu Xuyen - with a population of over 96,000 people, an area of 60.02 km2, and many traditional craft villages - is facing a great opportunity to develop into a model, modern, and civilized urban commune. However, to develop, it is necessary to accelerate digital transformation, and for digital transformation to succeed, people must be at the center, the people must be the subjects. Therefore, this program aims to inspire a spirit of learning, spread digital knowledge, and gradually popularize AI to all citizens - from officials, civil servants, teachers, students to people in each village, sub-district, and residential cluster. In particular, officials and civil servants need to take the lead in learning and training, transforming artificial intelligence into a powerful assistant and an effective tool to improve productivity and work quality, serving citizens and businesses efficiently and professionally. Community Digital Transformation Teams in villages and sub-districts should "go door to door, guide every person," ensuring that all citizens have the opportunity to access and apply technology.

According to the plan and action program, Phu Xuyen commune has set the following goals by the end of 2025: over 95% of officials and civil servants will have basic digital skills; 90% of adults will use smartphones; 100% of junior high school students will have safe learning and interaction skills in the digital environment; and 100% of community digital technology groups (46 groups) will receive in-depth training and practical exercises to help people change their perceptions.
By the end of 2026: 100% of the population will have digital identities and digital payment accounts; basic digital skills will be universally disseminated; models of "Digital Family," "Digital Market," and "Digital Residential Area" will be established; and digitalization will be implemented vigorously... Over 45 days, the commune will launch a campaign with the motto: "Go to every alley - knock on every door - check every person - provide hands-on guidance - accompany until the end."

Community-based digital transformation teams in villages and hamlets should maximize their core role, going door-to-door to directly guide people in using technology and accessing digital services. At the same time, they should enhance basic digital knowledge and skills for residents in their areas, aiming towards popularizing "digital literacy for the masses."
