There needs to be solutions to effectively use public assets to avoid loss of state resources.

Discussing at Group 7 on the afternoon of October 21, the National Assembly Delegation of Nghe An and Lam Dong provinces proposed that the Government direct ministries, branches and localities to review and thoroughly handle the situation, find solutions to convert functions, effectively use land funds and public assets, and avoid loss of State and social resources.

Maintaining macroeconomic stability

Discussing in the Group, delegates emphasized that despite the difficult domestic and international context, the Government has operated very resolutely and flexibly, achieving many comprehensive and remarkable results in the fields of socio-economy, national defense, security and foreign affairs.

Delegate Duong Khac Mai (Lam Dong) commented: Over the past 5 years, the Government has continuously faced unprecedented challenges from the Covid-19 pandemic, climate change, natural disasters, domestic difficulties as well as political and economic instability in the world; but has remained steadfast in its goals of macroeconomic stability, inflation control, social security and maintaining positive growth momentum.

One of the outstanding successes is the prevention, control and prevention of the Covid-19 pandemic. Vietnam has decided to open early and at the right time, creating conditions for production and business recovery. Vaccine diplomacy has been effectively implemented, ensuring vaccine sources for the entire population - a decisive factor in controlling the epidemic and restoring the confidence of people and businesses.

Thanks to flexible policies, in 2022 and the following years, Vietnam will maintain a high growth rate compared to the region and the world; major economic balances are guaranteed; inflation is controlled; budget revenue is stable despite the Government implementing many policies on tax and fee exemption and reduction to support businesses and people. The management of public debt, government debt and foreign debt are all within safe limits, contributing to strengthening the confidence of the international community. The three traditional growth drivers - investment, export and consumption - continue to be promoted, while new drivers such as digital transformation, innovation, green and sustainable development are gradually taking shape.

The work of law-making and institutional improvement continues to make remarkable progress. The large number of draft laws and resolutions submitted and passed during the term demonstrates the spirit of proactiveness and effective coordination between the Government and the National Assembly...

According to delegate Duong Khac Mai, in the context of many changes, the Government has demonstrated the spirit of "solidarity, courage, determination, creativity, action and serving the people", contributing to helping the country overcome difficulties, consolidate macroeconomic stability, promote growth and improve people's lives.

The delegate emphasized that, in the context of many challenges facing the country, foreign affairs continue to be a bright spot, making an important contribution to the cause of national construction and defense. Party foreign affairs, State diplomacy and people's diplomacy have been implemented synchronously and effectively, with many clear marks; Vietnam's position and prestige in the international arena have been increasingly enhanced...

On that basis, delegates proposed that the Government continue to promote the achieved results; maintain macroeconomic stability, ensure social security, and promote deep and effective international integration.

Resolutely handle waste of public assets

Participating in the group discussion, delegate Nguyen Truong Giang (Lam Dong) basically agreed with the Government's assessment of the socio-economic development situation over the past 5 years; at the same time, proposed many specific contents to improve the effectiveness of management and administration, especially the implementation of the two-level local government model.

According to the delegates, the implementation of Resolution No. 18 of the Central Committee and Resolution No. 303 of the Government has initially achieved results, but in practice there are still many difficulties, especially in decentralization associated with resource assurance. The process of arranging administrative units in some places is still inadequate, leading to a shortage of personnel, facilities that do not meet requirements... In addition, the technical infrastructure serving e-government and digital government is still weak and lacks uniformity. Some communes are only equipped with A4 scanners, while the required documents are A3; each locality uses different software, causing difficulties in connecting and sharing data.

The delegate gave an example in the land sector, where the land registration office still belongs to the old district level, while the management authority belongs to the commune level... causing people to have to travel many times, wasting time and money.

Regarding infrastructure, many offices after merging administrative units are being abandoned and degraded, causing great waste. Delegate Nguyen Truong Giang requested the Government to direct ministries, branches and localities to review and thoroughly handle the situation, find solutions to convert functions, effectively use land funds and public assets, and avoid loss of State and social resources.

Regarding the implementation of the conclusions and recommendations of the State Audit, delegates emphasized the need for stronger measures and more specific sanctions to ensure strict implementation of the conclusions and recommendations, improve financial and budgetary discipline, and contribute to increasing the effectiveness of state management.

Prioritize resources for national target programs

Highly appreciating the Government's term summary report, delegate Tran Duc Thuan (Nghe An) commented that the report was carefully and comprehensively prepared, demonstrating a serious and open-minded spirit; clearly assessing the results, frankly stating limitations and proposing many feasible solutions.

According to the delegate, the Government has recently made many adjustments to its organization and personnel to meet the requirements of its tasks; despite major changes, it still ensures stability and unity in management, completing key goals... In particular, maintaining macroeconomic stability, controlling inflation, ensuring major balances; proactively and flexibly responding to the Covid-19 pandemic, both controlling the epidemic and recovering and developing the economy.

Social security work is guaranteed, people's lives are significantly improved; health insurance coverage rate reaches nearly 95%. Many key infrastructure projects are deployed quickly, shortening construction time, creating momentum for regional and inter-regional development... Along with that, delegates also highly appreciated the changes in administrative procedure reform: in a short time, the Government has cut more than 2,200 procedures, promoted the application of information technology, bringing clear benefits to people and businesses.

Besides the achieved results, delegates noted that there is still a situation where a number of cadres and civil servants are afraid of responsibility, avoid and push away work, affecting progress and operational efficiency... Therefore, there needs to be a clear mechanism to control and evaluate individual responsibility, encouraging cadres to dare to think, dare to do, dare to take responsibility for the common good.

According to the delegate, the work of preventing and combating corruption and negativity has achieved many clear results, but there are still serious cases that cause social outrage. Therefore, it is recommended to continue to strengthen education, training, inspection and supervision from early and from a distance; promote the supervisory role of the people, the press and socio-political organizations.

Paying attention to the lives of people in remote areas, delegate Tran Duc Thuan suggested that the Government continue to prioritize resources for national target programs on sustainable poverty reduction and development of ethnic minority areas, ensuring that no one is left behind.

Delegate Tran Duc Thuan also highly appreciated the legislative, supervisory and foreign affairs activities of the National Assembly in the past term; especially the completion of a large volume of work, the promulgation of many important laws, and the promotion of digital transformation in parliamentary activities...

“The results achieved in recent times have demonstrated the spirit of solidarity, unity and high determination of the entire political system. This is a solid foundation for the country to continue to develop rapidly and sustainably in the new period,” delegate Tran Duc Thuan emphasized.
