Focus on completing the classification of administrative units
On the morning of October 21, speaking at the group, Minister of Home Affairs Pham Thi Thanh Tra spent time talking about the 2-level local government model that has been operating for over 3 months. She assessed that, overall, this model is basically good, without interruptions or breaks, ensuring connectivity, synchronization, and unity throughout the system from the central to local levels.
According to Minister Pham Thi Thanh Tra, many localities have good and creative ways to ensure quality and efficiency after arranging and implementing two-level local government.
Regarding the quality and structure of the civil servant team, especially at the commune level, the Minister pointed out that there are still difficulties and shortcomings, failing to meet requirements. "We see that very clearly," Ms. Tra shared.

Regarding the organizational structure, according to Ms. Tra, recently there have only been administrative instructions but they have not been stable, so there needs to be fundamental institutional adjustments to meet requirements.
Regarding decentralization and delegation of authority, after reviewing the division of authority for the commune level, there are 859 tasks left, not 1,060 tasks. The tasks transferred from the district level overlap with the existing commune-level tasks, so they should be removed.
"The central government has decentralized up to 949 tasks to the provincial level, which is a very large and heavy workload. Thus, the level of decentralization from the central government to the local level has reached 56%. If we let the local authorities decide, act, and take responsibility, this level is not high, and we will have to continue. But we also temporarily calculate that there will be a period of time to re-evaluate all decentralization and delegation of power in the past to make reasonable adjustments," the Minister of Home Affairs said.
In addition, Ms. Tra also admitted that administrative procedures, facilities, and many other issues that still exist after implementation still have certain difficulties. In particular, the female Minister emphasized that it is necessary to focus highly on completing the classification of administrative units, administrative unit standards, and urban standards.
According to her, this is the root of the problem in implementing policies, planning, plans, and development strategies. At the same time, assigning staffing quotas based on job positions and administrative unit classifications, not on an equal basis.
"This is a very big issue and we are focusing on developing a project to report to the Politburo . It is expected to be completed by the end of the month. After reporting to the Politburo, we will issue a Decree and Resolution of the National Assembly Standing Committee," Ms. Tra informed.
Adjustment of regional allowances, title and position allowances
In addition, according to the Minister of Home Affairs, there are many institutional systems to perfect the organizational apparatus, issues of adjusting basic salary levels and allowances appropriately when reclassifying administrative units. Such as regional allowances, title and position allowances, and from there, recalculate all regimes and policies related to social security for policy beneficiaries.
"It is necessary to review the entire issued mechanism and policies, including national target programs, in order to calculate and adjust them based on the appropriate classification of administrative units," Minister Pham Thi Thanh Tra emphasized.
Currently, the ministries are actively implementing this task. The laws that the National Assembly will consider and pass at this session and the decrees will fundamentally resolve this issue. "This must be done quickly, no delay is allowed," said Ms. Tra.

Another content, according to Minister Pham Thi Thanh Tra, is that it is necessary to focus on restructuring and improving the quality of the staff, civil servants, especially at the commune level. Otherwise, it will be very difficult. Because in the past, the commune level only did purely basic work, but now the workload is large, the tasks and functions are very high.
"It is admirable that you have been able to do this at the beginning, but you need to achieve two major goals: both creating development and serving the people. We will have more detailed instructions in the future," said Ms. Tra.
Along with that, the Minister of Home Affairs said that he will continue to review and determine the level of results and feasibility of decentralization, delegation of authority and division of authority. For example, there are things that the commune level cannot do, such as allocating land to enterprises, but assigning it to the commune level will cause initial difficulties and confusion. Therefore, if there are difficulties, it will be left where it can be met, but if it cannot be met, it should be assigned to the province to flexibly handle and implement.
Minister Pham Thi Thanh Tra also affirmed that in the near future, it will be necessary to review again to implement the arrangement of villages, hamlets, and residential groups according to the plan of May 2026 and that a draft decree has been prepared. Regarding the arrangement of public service units, she said that there is a plan of the Central Steering Committee and the Government has issued a plan and is implementing it. Currently, initial preparations have been made to report to the competent authority.
