The People's Council committees of Tuyen Quang province reviewed the draft resolutions submitted to the third thematic session.

On the afternoon of October 21, the Ethnic and Legal Committees of the Tuyen Quang Provincial People's Council held a meeting to review the draft resolutions submitted to the third thematic session of the 19th Provincial People's Council. Attending the meeting were comrades: Hau Minh Loi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Pham Thi Minh Xuan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of departments, branches, sectors of the province and a number of communes and wards.

The leaders of the Provincial People's Council's Ethnic Committee chaired a meeting to review a number of draft resolutions submitted to the 3rd thematic session of the 19th Provincial People's Council.

At the meeting, the Ethnic Committee and the Legal Committee of the Provincial People's Council examined 6 draft resolutions, including: Regulations on policies to support the implementation of stable resettlement of residents in areas: Natural disasters, especially difficult areas, border areas, spontaneous migration, special-use forests in Tuyen Quang province in the period of 2025-2030; Allocation of the central budget's regular expenditure estimates to implement the national target program on socio -economic development in ethnic minority and mountainous areas of Tuyen Quang province in 2025; Adjusting the state budget investment plan for the period of 2021-2025 and assigning additional state budget investment plans in 2025 (according to Decision No. 1148/QD-TTg) to implement the national target program on socio-economic development in ethnic minority and mountainous areas of Tuyen Quang province; Decision on the policy of changing the purpose of forest use to another purpose to implement the Road Project from Son Duong town (old) to Tan Trao commune; Regulation on the level of funding to support the activities of the People's Inspectorate in communes and wards in the province; Regulation on the level of one-time allowance for people working outside the payroll quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025, who immediately quit their jobs due to the implementation of the 2-level local government organization model in the province.

At the meeting, the majority of delegates agreed that the draft resolutions ensure legal basis, are feasible, suitable to local realities, contribute to speeding up the disbursement of public investment, creating resources to promote socio-economic development of the province (after the merger). The issuance of resolutions is necessary, within the authority, timely replacing and adjusting expired documents, creating a clear legal corridor for agencies and units, especially at the commune level, in managing and using allocated funds in accordance with the two-level local government model after the merger.

The leaders of the Provincial People's Council's Legal Committee chaired a meeting to review a number of draft resolutions submitted to the third thematic session of the 19th Provincial People's Council.

Delegates also proposed increasing the support level for the People's Inspectorate at the commune and ward levels; considering reallocating the support level appropriately, ensuring sufficient operating funds, especially in localities with a large number of staff leaving their jobs due to organizational restructuring.

Delegates also emphasized that the resolutions, once passed, will contribute to solving urgent problems, removing difficulties, mobilizing resources to promote the overall development of the province; promptly implementing regimes and policies, ensuring legitimate rights for those working outside the payroll quota at associations assigned by the Party and State at the provincial or district level before July 1, 2025, who immediately quit their jobs due to the implementation of the two-level local government organization model; removing obstacles, soon completing the road from Son Duong town (old) to Tan Trao commune, promoting local socio-economic development.

Leaders of the Department of Ethnic Minorities and Religions presented and clarified a number of contents related to the draft resolutions.

Leaders of the Ethnic and Legal Committees of the Provincial People's Council requested the departments, branches, and advisory agencies of the Provincial People's Committee to absorb comments and suggestions, promptly edit and supplement to ensure strictness, compliance with regulations and progress to submit at the 3rd thematic session of the 19th Provincial People's Council.
