Mobilizing maximum resources to construct Provincial Road 153 Phase 2

Provincial Road 153 from Bac Ha commune to the center of Ban Lien commune (phase 2: Km34 - Km47) is a key local traffic project in 2025 - 2026. The completed project will open an important connection axis between Bac Ha, Ban Lien, Ta Cu Ty communes, especially connecting the Ban Lien organic tea area, creating a driving force for tourism development, agriculture and trade of goods among people.

Accelerate from the first months of construction

The project to upgrade provincial road 153 phase 2 is being implemented on a length of 13 km, with a total investment of more than 127.5 billion VND. The route is designed to meet the standards of a grade V mountain road, with a 6.5 m wide roadbed and road surface, asphalt concrete structure, additional drainage system, retaining walls, longitudinal ditches, traffic safety works, etc. At the same time, the project must handle many complex slope locations and renovate small radius curves to ensure vehicle safety when put into use.

Mr. Luong Van Kien - an officer of the Bac Ha Area Construction Investment Project Management Board said: Up to now, localities have handed over 6.5/14 km of land. Contractors are focusing on constructing roadbeds, embankments, drainage systems and precast components. In the coming time, the Board and communes will complete the handover of at least 8/14 km before December 31, 2025. The remaining part will basically complete site clearance work before March 31, 2026.

In addition, the project has a part of the area located in the protected forest land, the Bac Ha Area Construction Investment Project Management Board has coordinated with the Provincial Forest Protection Department to develop a forest recovery plan to submit to the Provincial People's Council for consideration in the nearest meeting. "We are prioritizing the completion of all legal documents so that the forest recovery and land allocation can be carried out on schedule, avoiding slowing down the entire project" - Mr. Kien emphasized.

According to the plan, the construction package will be implemented synchronously from August 2025 and completed in March 2027. However, to ensure the target of completion within 600 days according to the contract, timely handover of the site is the decisive factor.

Contractors are ready to work overtime and mobilize construction equipment.

At the construction site, Mr. Le Hai Quang - Site Commander, Hoang Nguyen Construction Investment Company Limited said: The construction unit has mobilized basic equipment and set up a material gathering area as soon as the handed-over area was received. If the site is handed over smoothly, we will mobilize more excavators, rollers, trucks and divide into many parallel construction teams to speed up the progress. The company identifies this as an important project for the locality, so it will prioritize human resources and equipment to fulfill its commitment to the investor.

According to Mr. Quang, the first phase mainly involves stripping weathering, digging and filling the roadbed, constructing longitudinal drainage systems, box culverts and retaining walls at landslide locations. When the basic roadbed volume is guaranteed, the unit will switch to asphalt concrete paving, install traffic safety systems and complete auxiliary items.

“Steep terrain, many small bends and the impact of heavy rain are difficulties that the unit must proactively prepare for. However, as long as the site is continuously allocated, the construction site will organize rolling work, maintaining stable progress throughout the year,” Mr. Quang affirmed.

Provincial Road 153 passes through villages long inhabited by the Tay, Dao, Mong ethnic groups... Site clearance and recovery of protective forest land requires close coordination between the government, specialized agencies and the people. Immediately after implementation, the communes organized many meetings with the people, fully informing them about the significance and positive impact of the project on local socio -economic development.

Thanks to that, the majority of people agreed and were willing to hand over the land and support the dismantling of auxiliary works serving the construction. The Bac Ha Area Construction Investment Project Management Board also committed to fully implementing compensation and support policies in accordance with regulations, ensuring the rights of people in the land acquisition area; at the same time, coordinating with the commune authorities to explain and propagate to create the highest consensus.
