General To Lam said: Up to now, we have said that the management system is very strict from central to local levels, but many people are left behind, the number is up to millions, especially in remote areas.

“There are people who have never left their homes, never left their villages, their hamlets. They are mainly the weak, the elderly without support, the sick with long-term illnesses, the disabled. They just stay in their homes, have no need to connect socially, have never been anywhere, have never had their photos taken. It is very touching to see the elderly coming to take photos for their Citizen Identification Cards, they say I am 70 years old, have never had a photo taken. Those are real stories when going to remote areas,” General To Lam said.

According to General To Lam, right in Hanoi and Ho Chi Minh City, there are hundreds of thousands of people without any papers. They are people from many regions across the country who have come to big cities for life, to make a living for decades now. From a shoe shiner boy, growing up in Hanoi, street vendors, hired workers, hired laborers. They also develop, have families, have children. The children are born following the fate of their parents, without a household registration, without papers, and cannot go to school. Children without a birth certificate cannot go to school. When they grow up, they continue to shine shoes, entering such a difficult life.

“If we do not manage and create conditions for them, it will be very inconvenient. The COVID-19 pandemic has exposed that. During the pandemic, we say “stay where you are”, but these people themselves do not have a fixed place to live,” General To Lam said.

According to General To Lam, for social management, the establishment of a population database is a major reform. “Previously, we had a one-stop shop which was convenient, but now it is much more convenient because all transactions take place in an electronic environment. People can do procedures with state agencies while sitting at home, without having to submit documents directly anymore.”

General To Lam gave an example, at the Ministry of Public Security, there are currently about 200/245 procedures that have been and are being carried out in the electronic environment. Currently, passports are issued online, people no longer have to stand in line to apply for a passport. In the past, when applying for a passport, people had to bring a whole set of documents, from confirmation from the commune or ward police to a series of other papers, to the point that the passport issuing agency had no more space to store the documents.

"The citizen identification card with integrated information will help save hundreds of thousands of billions of VND in social costs. The State will save 1,500 - 2,000 billion VND in the cost of the Population Census each time, and save a series of documents on driving, certification, insurance books, health monitoring numbers... because the information has been integrated into the citizen's identification card" - General To Lam said.
