Speaking at the discussion on budgetary financial management discipline, National Assembly Delegate Dinh Thi Phuong Lan ( Quang Ngai delegation) suggested that it is necessary to continue to strictly manage the budget, only issue policies to increase State budget expenditure when really necessary and with guaranteed sources, minimize the advance payment of State budget estimates, and overcome the situation of source transfer with an increasing tendency.

State budget expenditures must be estimated and controlled while ensuring that extra-budgetary State financial funds operate effectively.

Research and amend regulations to ensure the central budget's leading role in revenue collection and implementation of national spending tasks. Promote decentralization to create initiative for local budgets.

Regarding public debt, delegates proposed to strictly manage public debt, prioritizing the arrangement of full and timely payment of principal and interest. In the context of many unpredictable fluctuations, it is necessary to continue to increase the budget reserve ratio. They agreed with the Government 's solution of arranging sufficient capital to pay all outstanding debts for basic construction.

"However, in the data review report, I suggest that the Government needs to continue reviewing to arrange enough capital to ensure payment to meet the demand for payment of outstanding construction debts as required," said Ms. Lan.

Regarding capital allocation, Ms. Lan requested clarification of the reason for the delay in submitting to the National Assembly the allocation of spending tasks of 70,000 billion VND, of which regular expenditure is over 57,000 billion VND and the amount considered for allocation is very low compared to the total unallocated regular expenditure.

Many expenditure contents are related to human policies such as: Support for fishermen, support for voluntary social insurance participants, while the implementation time of the 2023 state budget is only two months away.

"It is recommended to fully analyze the causes and results of the implementation of the social security policy in 2022-2023 being lower than the regular expenditure allocation norm to have solutions for budget management," Ms. Lan commented.

Regarding salary policy, the Quang Ngai delegation requested the Government to report on the overall resources for implementing the salary reform policy for the 2024-2026 period and forecast to 2030. In particular, it is necessary to pay special attention to salary and allowance policies for grassroots civil servants, commune, ward, town, village and hamlet officials and civil servants.

Proposal to increase local budget balance

Giving his opinion, National Assembly Deputy Nguyen Thanh Nam (Phu Tho delegation) suggested that the Government consider and study budget allocation to ensure stable regime for forces at the grassroots level.

Regarding the 2004 State budget estimate, delegates highly agreed with the policy of increasing and supplementing the local budget balance; this policy is completely consistent with legal regulations and local practices.

However, Mr. Nam said that in the 2022-2025 budget period, some policies issued by the Central Government have not been arranged in local books right at the beginning of the budget stabilization period, leading to the fact that immediately after the policy takes effect, localities must use capital to perform other tasks to promptly pay the regime to the appropriate subjects.

"Up to now, a number of new policies and regimes issued and implemented by the Central Government have greatly increased local budget expenditures," said Mr. Nam.

According to Mr. Nam, this puts a lot of pressure on localities. He cited the regime for non-professional workers in villages and residential groups as stipulated in Decree 34 of the Government and now replaced by Decree 33, workers in villages and residential groups with no more than 3 positions, including: Party cell secretary, village chief or head of the front work group are entitled to monthly allowances; In cases where the law has other provisions, the provisions of that law shall apply.

Accordingly, the Central Budget has established a fixed level to ensure the above three positions. For the remaining positions such as: Village team leader, police officer, village health worker, neighborhood protection committee, civil defense team leader, deputy team leader are not considered part-time workers in residential areas. However, the documents regulating the policies of these positions are still in effect.

"To ensure stable policies for the forces prescribed by the Government, the document is still in effect, the local budget is being arranged to maintain, in order to stabilize security and order at the commune and residential area levels," said Mr. Nam.

Regarding the policy of increasing salaries at the basic level, according to Mr. Nam, many localities, based on the actual situation and local budget resources, have issued a number of policies for specific subjects according to the basic salary such as: Support policy for non-staff preschool teachers at the district and provincial levels who are under contract at public educational institutions to ensure the ratio of teachers in the classroom;

Or the policy of paying allowances for grassroots agricultural extension workers; the policy of paying allowances for concurrent positions for People's Councils at all levels. On the other hand, implementing the arrangement of administrative units at commune and district levels, many redundant cadres need support policies that have not been resolved yet...

Delegates proposed that the National Assembly consider agreeing with the Government's proposal to increase the balance supplement for localities by 2% compared to the 2023 forecast, to reduce difficulties for localities receiving balance from the Central Budget .
