Need to solve planning problems and market research to develop night economy

According to the Minister of Culture, Sports and Tourism, to solve the problem of economic development and night tourism, localities first need to solve the problem of planning, determine development locations and carefully research the market as well as policies and regimes for participants.

Continuing the 7th Session, on the afternoon of June 5, Minister of Culture, Sports and Tourism Nguyen Van Hung answered questions on the following contents: selection, training and policies for athletes and artists in the arts; job creation for athletes and artists after the peak competition and performance period; implementation of tasks and solutions to stimulate and restore tourism in 2024 and the following years; solutions to develop night tourism products; special policies to attract investment in cultural, sports and tourism activities in ethnic minority and mountainous areas.

Deputy Prime Minister Tran Hong Ha, Ministers of Planning and Investment, Finance, Transport, Education and Training, Labor - Invalids and Social Affairs, Home Affairs; Minister and Chairman of the Ethnic Committee also participated in answering questions and explaining related issues.

Building products based on local culture to develop the night economy

Delegate Vu Thi Lien Huong (Quang Ngai Province Delegation) said that night tourism is the right direction. However, according to the delegate, this type of tourism is still monotonous and not unique, so it does not attract a large number of tourists, and even has the potential to cause social evils. Ms. Huong asked the Minister to share her views and solutions on this issue.

Responding to questions, Minister Nguyen Van Hung said: Implementing Decision 1129 of the Prime Minister on approving the night-time economic project, the Ministry of Culture, Sports and Tourism has selected 12 provinces and cities to develop a number of night-time tourism products. These localities develop the economy and night-time tourism products according to the model of developing walking streets, night markets, entertainment complexes, etc.

Objectively, the Minister assessed: Currently, a number of night tourism products have been built by localities with the goal of turning "green industry" into a spearhead economic sector. These include "Night Tour of Van Mieu - Quoc Tu Giam - the quintessence of philosophy", "Hanoi Night - the touch of emotions", "Night of the ancient capital Hoa Lu - Ninh Binh", "District 1 - Colors of the night"...

However, according to the Minister, this is still a “new and difficult” problem because tourism is a comprehensive economic product, related to many levels and sectors. The Minister emphasized that to solve the problem of economic development and night tourism, localities must first solve the planning stage, determine development points and pay special attention to market development research.

“To do this, it must be based on planning factors. I know many economic experts have gone to localities to do it, but it is difficult and they are making efforts, it is not simply a matter of a day or two,” said the Minister.

Regarding market research, the Minister noted that night tourism products also depend on the tastes, customs, habits, and needs of many types of customers, so they must be stratified, grouped, and classified. The Minister said that after studying some night tourism products of some countries, they chose to implement them according to market segments and only at key locations.

"One of the principles of the market is to sell what people need, not what we have. It is very difficult to do something if no one uses it," the head of the Department of Culture, Sports and Tourism explained.

In addition, the Minister noted the need to ensure policies and regimes for participants such as actors, security forces, etc. These are considered fundamental solutions to avoid the situation of "not doing anything, then there is a shortage, and finishing something and then abandoning it" causing waste.

For example, Hanoi's food court used to be very busy but now has no customers. The Minister said that the approach is that localities need to proactively research, the Ministry of Culture, Sports and Tourism will participate, suggest some product groups based on local culture to design, create more experiences for tourists; consider the need to open more shopping stores, add more product packages. The Minister suggested that provinces can open more shopping stores, food products... By doing these things, the Minister believes that night tourism products will avoid monotony and be more successful.

Answering the question of delegate Chau Quynh Giao (Kien Giang Province Delegation) about the current situation of some tourism projects and products that have the phenomenon of copying foreign cultural characteristics, the Minister of Culture, Sports and Tourism said that according to Resolution 82 and Directive 08 of the Prime Minister, tourism products must be unique, competitively priced and have connectivity for development. Implementing this policy orientation, the tourism industry has recently developed positively with more diverse products.

Emphasizing that Vietnam’s tourism products are still in the process of formation, the Minister said that we should not be too strict because they are cultural exchange products, not imitations. The head of the culture, sports and tourism sector commented: “We should absorb the progress of other countries to enrich Vietnamese culture.”

The Minister also informed the National Assembly: In the first 5 months of the year, Vietnam's tourism industry welcomed 7.6 million international visitors and more than 50 million domestic visitors.

There needs to be a policy for the "soul keepers" of traditional art.

Raising questions, delegate Tran Quoc Quan (Long An delegation) said: Traditional and folk art performances are facing the risk of fading away. Implementing policies to preserve traditional art is still difficult. The delegate asked the Minister to propose solutions to promote traditional art values imbued with national culture.

Regarding this issue, Minister Nguyen Van Hung said: The Party and the State are interested in preserving and developing traditional arts. However, currently, in many localities, many traditional art troupes are at risk of closing down. At the central level, art troupes are also facing difficulties when they have to be partially or fully autonomous. Many art troupes and conditions for actors to operate are facing difficulties, and the departments of tuong, cheo, and cai luong are facing difficulties in recruiting.

In the long term, Minister Nguyen Van Hung said that it is necessary to train actors in traditional art forms according to their talents, develop tourism forms in the direction of high art, and have appropriate financial policies for traditional art troupes.

In addition, there is a great need for policies for artisans - those who keep the soul and fire of traditional art. Along with that, localities should focus on connecting traditional art products and tourism to create a spillover effect, solving the economic problem in culture.

Delegate Ho Thi Kim Ngan (Bac Kan Province Delegation) raised the issue that many heritage sites are being overexploited, leading to overload and chaos, especially during the New Year's festival.

Regarding this issue, Minister Nguyen Van Hung affirmed: Cultural heritage is a treasure of nature and our ancestors created over thousands of years. The general view of the Ministry of Culture, Sports and Tourism is to preserve, promote and transform heritage into assets but not to trade it for tourism attraction. Therefore, the Minister noted that localities assigned to manage relics and heritage must have an accompanying action program to preserve and promote heritage.

"Provinces need to respect the commitments and plans to preserve relics and heritage after they have been recognized. The tourism industry must also develop products associated with relics and heritage," said the Minister.

Each locality needs to develop its own tourism products.

Responding to delegates about solutions to promote tourism linkages, Minister Nguyen Van Hung said that the institutions in the tourism sector are quite synchronous. What localities need to do is to closely follow regulations, have coordination regulations between ministries, sectors and localities, as well as promote the role and activities of the region.

"Each locality and business needs to develop its own tourism products and link with other localities. The State will guide the policy, while the creativity of businesses and people depends," said the Minister.

In addition, localities also need to focus on the domestic market of 100 million people, considering domestic tourism as a support. Tourism needs to go on both legs - relying on both international and domestic tourism. Currently, the proportion of international tourism is 55%, domestic tourism is about 45%. In the long term, this ratio needs to be balanced 50 - 50 for Vietnam to have sustainable tourism.
