More than 28,000 billion VND needed to open 8-lane road connecting Binh Duong

This is the main artery connecting Binh Duong - Ho Chi Minh City via National Highways 1, 1K, 13, invested in and completed by Binh Duong Provincial People's Committee and put into operation since 2015, currently running concurrently with Ho Chi Minh City Ring Road 3 through Binh Duong province.

According to the Department of Transport, the road section currently in operation has a scale of 6 lanes, the intersections on the route are also at the same level, making it difficult to ensure traffic capacity when the entire Ring Road 3 route is expected to be in operation in 2026 if it is not upgraded synchronously.

Previously, when formulating the investment policy for the Ring Road 3 project, Binh Duong province proposed to build intersections on My Phuoc - Tan Van road using ODA capital. However, the investment in the intersections is expected to be completed in 2027 - 2028 (later than Ring Road 3) will create great traffic pressure on My Phuoc - Tan Van road, risking traffic congestion on the entire route.

According to calculations by the People's Committee of Binh Duong province, to invest in upgrading and renovating the 15.3 km section to ensure traffic capacity on the entire route when Ring Road 3 is put into operation in 2026, VND 28,279 billion is needed.

The project is carried out in 2 phases: Phase 1 is a 4-lane elevated expressway on the left side of the existing route (from Tan Van to Binh Chuan) to synchronize with the main route of Ring Road 3 that is being deployed. Below ground, along with the 6 existing lanes, 3 more lanes will be built (2 motorized lanes, 1 non-motorized lane), forming 2 parallel routes along the main axis of the expressway.

The clearance area is extended by 16m compared to the present, increasing the total width of the route to about 48m. In particular, the clearance at intersections will be calculated to be suitable for the scale of the area. When completed, the route will be invested with 8 elevated expressway lanes like the entire Ring Road 3, with parallel roads on both sides. The intersections will also be built completely and synchronously.

Due to the huge capital, Binh Duong province has proposed the Government to consider supporting and approving the locality to implement the project in the form of public investment. Deputy Prime Minister Tran Hong Ha has agreed to assign the Ministry of Transport to coordinate with the locality to propose a specific implementation plan. However, the Department of Transport has not yet received a proposal from the Binh Duong Provincial People's Committee on a specific investment plan for this road section. Leaders of the Ho Chi Minh City transport sector have proposed that the City People's Committee consider and send a document to the Ministry of Transport to give their opinions on the investment plan to upgrade Ho Chi Minh City Ring Road 3 to a complete scale.
