According to the plan, in 2023, the province will balance its own budget and adjust it to the central budget. Identifying this extremely important task, from the beginning of the year, the province has focused on drastic measures and solutions to remove difficulties and obstacles, making the highest efforts and determination to strive to achieve the set plan.
In the first quarter of 2023, when the progress of state budget collection was low, the Chairman of the Provincial People's Committee directed and the Provincial Budget Collection Steering Committee established 3 working groups to work directly in 15 districts, towns and cities to remove difficulties and obstacles of localities in the process of implementing the 2023 revenue estimate. Through direct work, the Provincial Tax Department also developed a detailed monthly collection plan, assigning specific targets to each department and branch; at the same time, proposed solutions to successfully complete the 2023 revenue estimate.

According to information from the Provincial People's Committee, by the end of July 2023, the state budget collection work has made progress (average collection, domestic collection and balanced collection all made progress, balanced collection progressed quite well). However, currently, the state budget collection work is still facing many difficulties, total revenue decreased by 19.1%, domestic revenue decreased by 15.9% over the same period. It is worth noting that although domestic collection and balanced collection at the provincial level have made progress, at the district level the average collection progress is still low (including balanced collections). In the whole province, only 5/15 localities have achieved the average collection progress according to plan (including balanced collections), which puts great pressure on localities in the remaining months of the year for the state budget collection task.
Duc Hue district was assigned a revenue estimate of 193 billion VND in 2023. As of August 15, the district had only collected nearly 90 billion VND, reaching over 46% of the estimate assigned by the province. According to information from the People's Committee of Duc Hue district, the state budget collection work in the area is difficult, with progress lower than required. The main reason is that the real estate market has been negatively affected, with revenue from personal income tax and land use rights transfer decreasing sharply, etc. Although the district has paid attention to and directed the implementation of site clearance work, there are still problems, affecting the overall development as well as state budget collection.

To complete the task of collecting the state budget in 2023, the district requires departments, branches, sectors, People's Committees of communes and towns to focus on disseminating to all people and businesses about the goals, tasks, and solutions to successfully implement the tasks of socio-economic development and state budget collection and expenditure in the area. The district promotes the combined strength in leading and directing state budget collection in conjunction with continuing to promote propaganda and dissemination of policies and laws, especially tax policies, to people and businesses to raise awareness and responsibility of organizations and individuals in voluntarily complying with and fulfilling tax obligations according to regulations.
The district requested the Duc Hoa - Duc Hue Regional Tax Department to focus on drastic and synchronous solutions for revenue management suitable for each field and locality, ensuring correct, full and timely collection of taxes, fees, charges and other revenues to the State budget, striving to complete and exceed the assigned estimate; focus on reviewing and classifying tax debts, analyzing the causes to have appropriate solutions to urge debt collection, reviewing and exploiting revenue sources well;...
According to information from the People's Committee of Ben Luc district, the state budget collection in the area still has certain limitations, the revenue is lower than the set plan. As of August 17, 2023, the total state budget revenue in the district reached about 370 billion VND, reaching 43.76% of the estimate assigned by the province, equal to 52.6% over the same period.
Efforts to complete the budget collection task
Chairman of Ben Luc District People's Committee - Le Thanh Ut said that the district analyzed the causes and limitations and proposed focused and drastic measures and solutions, striving to complete the task of collecting state budget in the remaining months. In particular, the district analyzed risks and improved the quality of tax inspection work at tax offices and taxpayers' offices, ensuring 100% of the inspection plan for 2023, expected to increase revenue through inspections in the last months of the year by 10 billion VND, and collect at least 80% of the tax revenue increased through inspections.
The district directs to strengthen the management of declarations, inspections, and supervision of taxpayers' declarations in accordance with regulations, ensuring that 100% of organizations and individuals with production and business activities are promptly included in tax management; strengthen the review of business revenue of tax-contracting households and declaring households to promptly include low-income households in tax management and adjust the amount of tax contracts.
At the same time, the district strengthens the comparison of issued construction permits to exploit revenue sources; directs the focus on handling tax debts, strives to complete the debt collection plan and achieve the debt collection target as required; promotes the collection of land use fees recorded in debt; continues to inspect, review, and exploit well the revenues in the area, prevent revenue loss and prevent overdue debts.

Based on the analysis of the state budget revenue and expenditure situation, Director of the Department of Finance - Pham Van Do proposed a number of solutions to successfully implement the 2023 state budget tasks. Accordingly, the Finance sector requested localities to focus on fully and drastically implementing the solutions proposed in great detail by the Provincial Tax Department in Report No. 34/BC-CTLAN, dated April 27, 2023 on the results of work in districts, towns and cities in urging state budget collection in 2023; requested members of the steering committee for urging budget collection at all levels based on their assigned functions, tasks and areas to continue to monitor, urge and resolve difficulties and problems in the collection work in the areas under their responsibility; organize the establishment of collection urging delegations to work directly with localities (especially those localities assigned with large revenue estimates but currently have not achieved the set plan). The Provincial Customs Department also needs to develop detailed plans and solutions to collect import and export activities each month, contributing to completing the total state budget revenue estimate in the province.
Financial agencies and the State Treasury organize the management of the State budget within the assigned budget, strictly control expenditures to ensure the correct purposes, standards, and prescribed regimes. Regarding land use fee revenue in management, State budget levels need to base on the assigned budget and actual collection progress. In case of expected revenue reduction compared to the estimate; at the same time, State budget levels cannot compensate from other increased revenue sources, they must proactively review, cut or delay the progress of projects and works arranged from this revenue source. Departments, branches and localities, based on Directive No. 1796/CT-UBND dated June 28, 2023 of the Provincial People's Committee on developing socio-economic development plans and State budget estimates for 2024, need to be proactive in preparing the contents of developing socio-economic indicators for 2024 and State budget estimates for 2024 to ensure quality and in accordance with the set requirements.
The socio-economic situation in the remaining months of 2023 is forecasted to face many difficulties, the state budget revenue situation at the district level is still very low, completing the state budget revenue and expenditure estimates for 2023 is an extremely difficult task, requiring high determination and great efforts. Therefore, all levels, sectors and localities must coordinate, propose effective measures and solutions, and focus more drastically on implementation to successfully complete the state budget revenue task in 2023./.
Total state budget revenue in the province in the first 7 months of 2023 reached over 11,300 billion VND, reaching 58.7% of the central budget estimate, reaching 56.3% of the provincial People's Council's assigned estimate. State budget revenue of 15 districts, towns and cities reached an average of 53.9% of the provincial People's Council's assigned estimate. If excluding land use fees, the average revenue reached 50.5% of the provincial People's Council's assigned estimate. |
