Nguyen Thi Minh Khai Market is a part of the Minh Khai Market Street Project, invested by Tay Bac Group Joint Stock Company. It is expected to be a convenient highlight to increase the value of the urban area, but after nearly 2 months of operation, traders are worried because of the lack of customers coming to the market.

Traders complain about the market being deserted

Previously, Nguyen Thi Minh Khai market (old) was located next to Highway 3. The market had no parking space, so customers often rode motorbikes into the market, while cars were parked on the sidewalk, obstructing traffic. The market was built a long time ago, so it was narrow, not ensuring food safety, environmental hygiene and fire prevention.

The fruit stalls are deserted.

The Minh Khai Market Street project was implemented from June 2021, in which Nguyen Thi Minh Khai market was newly built inside, about 150 meters from the old market. The new market is scientifically designed, suitable for each separate industry, and has an advanced fire prevention and fighting system, a spacious parking lot, and a modern public restroom area. When the market was completed, the traders were very excited. The investor, Tay Bac Group Joint Stock Company, proposed that the People's Committee of Bac Kan city encourage traders to move to the new market soon to do business. Clearing the old market site to serve other items of the project.

On August 6, 2022, the People's Committee of Bac Kan city held a meeting to discuss the relocation and arrangement of business households. At the meeting, many traders requested that the road leading to the market be completed before moving to the new market; building a market gate and thoroughly handling the sales areas encroaching on the sidewalk to ensure the rights of business households in the market. On September 20, 2022, the People's Committee of Bac Kan city issued a decision to stop all operations of Nguyen Thi Minh Khai market (old), moving operations to the new Nguyen Thi Minh Khai market located in the Nguyen Thi Minh Khai commercial residential area. Right from the first days of business at the new market, the concerns of traders came true. Although the market is very spacious and airy, because the main road leading to the market has not been built as designed, the number of customers entering the market has decreased sharply.

Even though it's rush hour (5:30 p.m.), Nguyen Thi Minh Khai market is still very empty of shoppers.

Mr. Tran Van Dang, a fruit vendor, sadly said: "My kiosk still had no customers all afternoon, last month I lost 7 million VND". At the fruit kiosk right next to it, Ms. Nguyen Thi Hoa reflected: Before, I sold about 3-4 million VND worth of goods each day, now I'm lucky to get 1 million VND, but usually the revenue is only 500,000 to 700,000 VND/day, the profit is not worth much.

Sitting next to a dry goods stall in a prime location in the market, Ms. Nguyen Thi Huong confided: “Previously, the revenue was ten percent, but now it is only half. The road to the market is both longer and more bumpy, many regular customers said they do not want to go to the market, but buy on the sidewalk or from street vendors for convenience.” According to a vendor selling cooked food, the market is very quiet at noon. A fresh seafood stall not far away said that there were days when they only sold 40,000 VND worth of fish cakes. Several meat and fish stalls had to stop selling. People all agreed that the lack of customers has a common reason: the road to the market is both longer and more difficult to travel. If the road to the market is not constructed soon, customers will lose the habit of going to Nguyen Thi Minh Khai market to shop. The lives of nearly 100 small traders will be affected.

When will the road to the market be built?

Speaking to reporters, Mr. Ngo Thanh Thuy, Director of Bac Kan Market Joint Stock Company, the unit assigned by the city to manage Nguyen Thi Minh Khai market, said: We have received feedback from many traders at Nguyen Thi Minh Khai market about the lack of customers. When the city urged traders to leave the old market to do business in the new market, our company actively cooperated to persuade people to listen. But now nearly 2 months have passed, the road to the market has not been built by the investor, the business of the people has declined, making us very worried.

The road to Nguyen Thi Minh Khai market is in disarray and has not yet been connected to National Highway 3.

According to the reporter's records, the main road leading to the market (right at the junction with National Highway 3) is a small, narrow dirt road with a few dozen meters of difficult terrain. The starting point has a collapsed manhole cover, the end point is deep and muddy when it rains. There are no lights on this road in the late afternoon. According to Ms. TTN, a resident of Group 4, Nguyen Thi Minh Khai Ward: This dirt road is difficult to travel, so we have to go through the old market to get to the new market. A few days ago, my car got a flat tire because it hit an iron nail from the old market kiosk. We hope the road to the market will be built soon for convenient shopping.

Answering the question "when will the road to Nguyen Thi Minh Khai market be built", Mr. Nguyen Thanh Truc, project manager of Tay Bac Group Joint Stock Company in Bac Kan, said: According to the design, the road to Nguyen Thi Minh Khai market is 10.5 meters wide, not including the sidewalk, and about 150 meters long. This road section has no problems with the land boundary. The Company is currently arranging the plan and will soon construct the road to the market.

After Nguyen Thi Minh Khai market moved to a new location but the access was difficult, many shops near the old market opened, encroaching on the sidewalk to sell fruits, vegetables, cooked food, etc. Although there was a prohibition sign, the temporary market at the intersection near the Provincial Political School tended to have more vendors. Modified vehicles selling vegetables and mobile food appeared to "wait" for customers at the entrance of the new market. These people did not have to pay for a place, electricity, water, taxes, etc., but competed for customers right at the entrance, making the market traders angry. If this situation is not prevented, it will make the urban landscape messy and traffic unsafe.

In order to ensure the rights of small traders and maintain urban order, the People's Committee of Bac Kan city needs to urge the investor of the Minh Khai Market Street project to soon complete the main road to the market; or build a temporary road that is flat, spacious and easy to travel. Along with that, direct the urban order force to coordinate with the authorities of Nguyen Thi Minh Khai ward to remind people not to sell goods on the street, not to hold temporary markets or display goods encroaching on the roadside and sidewalk./.
