Temporary traffic congestion
On the afternoon of July 8th, hundreds of vehicles were stuck in a massive traffic jam stretching for over a kilometer near Lim 1 Bridge. Cars and motorbikes were crammed together, unable to move forward or backward. Many residents had to find ways to escape the congestion by turning onto narrow, smaller local roads.
Ms. NT T, residing at alley 106, Minh Mang Street, said: "Normally, it only takes about 15 minutes to get home from work, but that day, it took me an hour, winding through many streets to get home."
The prolonged traffic congestion, lasting for hours, has left many residents in dire need of solutions from the authorities to organize temporary traffic in a more systematic and efficient manner.
Upon investigation, the main cause of the traffic congestion stemmed from a collapsed culvert on the temporary road crossing the bridge. During traffic, heavy trucks traveling on this road damaged the drainage culvert underneath. When the culvert collapsed, traffic was blocked, leading to severe congestion.

Immediately afterwards, the investor and construction unit mobilized machinery and equipment to urgently repair the broken culvert, reinforce the roadbed, and station personnel at both ends of the route to guide traffic in a more orderly manner. At the same time, they coordinated with relevant authorities to erect weight limit signs to prevent large vehicles from further damaging the temporary road infrastructure.
The current temporary route is built across a small ravine in a lower-lying area compared to the bridge. In dry conditions, traffic can flow relatively smoothly. However, during heavy rain, this route could be flooded, with strong currents flowing through the ravine, overwhelming the drainage system, creating safety hazards and posing a potential traffic congestion risk. Therefore, timely and appropriate solutions are needed to ensure smooth traffic flow during the bridge expansion project.
The temporary road needs to be reinforced and raised.
According to the plan, the expansion of Lim 1 Bridge will be completed before the 2025 rainy season, but with the current unpredictable weather, it is difficult to ensure the plan is met. To avoid a recurrence of traffic congestion, the investor and construction unit have reinforced the road surface. However, it is necessary to upgrade the temporary road surface by laying gravel, pouring concrete, or asphalt in weak sections; reinforce the drainage system underneath and raise the road level to ensure it does not flood during heavy rain.
In addition, it is necessary to scientifically manage and regulate traffic flow by deploying personnel to be stationed at both ends of the temporary road section and at key intersections to regulate traffic; and to have clear directional signs and markings to prevent vehicles from moving haphazardly.
The investor and construction unit also need to continue coordinating with relevant authorities to limit the passage of heavy vehicles through the temporary road or arrange suitable alternative routes; only allowing small, compact vehicles to circulate through the construction area to reduce pressure on the temporary road.
Expanding Lim 1 Bridge is a sound policy that is in line with public sentiment. Therefore, in addition to the efforts of the relevant units, the people also need to cooperate and raise their awareness when participating in traffic to avoid overload and congestion like what happened recently.
Lim 1 Bridge is located on the vital National Highway 49 connecting the center of Hue City to the former A Luoi District. This bridge experiences a very high volume of traffic, including large passenger cars and heavy-duty vehicles.
