Information from the Inspectorate of the Department of Transport of Da Nang City, the unit has just discovered and drawn up a record of administrative violations in a case of arbitrarily opening a connecting road to DT602 road, Hoa Ninh commune, Hoa Vang district.

Authorities identified the violator as Mr. Huynh Ngoc Th., residing in An Khe ward, Thanh Khe district, Da Nang city. He arbitrarily opened a large, illegal concrete road onto DT602 road.

"After drawing up a record of the administrative violation, we fenced off the illegal connection point. The inspector then handed it over to the People's Committee of Hoa Ninh Commune and the Da Nang City Bridge and Road Management Company to continue monitoring and handling this violation," said a source from the Da Nang City Department of Transport Inspectorate.

Meanwhile, according to the People's Committee of Hoa Ninh commune, not only illegally connecting to DT602 road, Mr. Huynh Ngoc Th. and a number of other individuals also committed a series of illegal constructions, illegal constructions, non-compliance with the requirements of the People's Committee of the commune, non-cooperation in work, continuously bringing people into construction works, causing difficulties and complications for the management of construction order in the locality. Specifically, these violations occurred on land plots numbered AB47066 and AD261068 owned by Mr. Nguyen Quang T., born in 1957, residing in Gio Viet commune, Gio Linh district, Quang Tri province. In 2019, he applied for a permit to build a single-family house and was granted a permit by the People's Committee of Hoa Vang district under number 695/GPXD.

Next, Mr. T. leased the land to Mr. Huynh Ngoc Th. for 10 years, and at the same time authorized Mr. Th. to carry out procedures related to the land and construction works.

This construction violated Point a, Clause 2, Article 9, Chapter 2, Decree 102/ND-CP on administrative sanctions in the field of land. Chairman of the People's Committee of Hoa Ninh commune Le Duc Thuong then issued a decision to fine Mr. Nguyen Quang T. 1.5 million VND for the violation, and at the same time requested the demolition of the construction.

Not stopping there, the People's Committee of Hoa Ninh commune coordinated with the Urban Rules Inspection Team of Hoa Vang district when inspecting the project granted under license number 695/GPXD and discovered another violation regarding the project's height, forcing the suspension of construction and dismantling.

However, Mr. T. and Mr. Th. did not comply with the construction suspension notice. The authorities repeatedly inspected and discovered that the construction teams were still working on the project, so they continued to make records. In addition, the People's Committee of Hoa Ninh commune determined that the construction project violated the license content and many other things such as the architecture and functions inside and outside were changed. The authorities repeatedly confiscated tools and equipment to prevent this intentional illegal construction.

According to the cadastral and construction officers of Hoa Ninh commune, although the authorities have continuously inspected, handled, and even confiscated construction tools, the above individuals still secretly violated the law. Most recently, the People's Committee of Hoa Ninh commune discovered that Mr. T. and Mr. Th. had arbitrarily poured concrete to open a new road to connect to DT602 without permission from the competent authority. The People's Committee of the commune imposed an administrative fine of 4 million VND and requested the restoration of the original state of the land.

According to Chairman of Hoa Ninh Commune People's Committee Le Duc Thuong, these individuals continuously hired construction workers at violating locations, repeatedly re-offended many times, stubbornly continued to build illegally, did not comply with the requirements of the Commune People's Committee, did not cooperate in work, continuously brought people into construction, causing difficulties and complications for the management of construction order in the locality. Hoa Ninh Commune People's Committee reported to Hoa Vang District People's Committee and functional departments for opinions on how to completely handle this matter.
