Retired officials receive their pensions in Phu Xuan ward.

Mr. Nguyen Van Thanh, a retired official (Thuan Hoa Ward, Hue City), shared: “I just received a call from someone claiming to be a Social Insurance employee, saying that I needed to verify my records to “avoid having my pension cut.” This person also sent a link, asking me to provide my bank account information and enter an OTP code. Thanks to my vigilance, I asked my son and found out it was a scam that could cause me to lose all the money in my account.”

On August 1st, the Vietnam Social Security (BHXH) implemented the synchronization of personal identification numbers/citizen identification numbers with social security numbers. Participants no longer need to perform any additional procedures, and their insurance benefits and pensions remain fully guaranteed. Taking advantage of this, some individuals have impersonated BHXH employees in Hue City, calling participants, especially retired officials, requesting them to bring their citizen identification numbers to the BHXH office to "synchronize data" or adding them on Zalo to "guide them on updating their information."
They explain that providing information is for "integrating social insurance books and electronic health insurance cards; synchronizing data for medical examinations and treatment," or "updating the VssID - Social Insurance digital application," but in reality, it's to steal people's money.
The Social Insurance Department of Hue City affirms that the synchronization of the Citizen Identification Card (CCCD) with the Social Insurance number is carried out entirely automatically on the system. Participants and beneficiaries of health insurance, social insurance, and unemployment insurance do not need to declare or perform any additional procedures. Throughout the transition process, all rights and benefits remain guaranteed and unaffected.
According to the leaders of the Social Insurance Department of Hue City, people need to be especially vigilant: do not access strange links, do not provide OTP codes, bank passwords, or any personal information to unknown individuals. When needing to correct information, they should directly contact the Social Insurance agency, call the hotline 1900.9068 for support, or do so through the National Public Service Portal, the Vietnam Social Insurance Public Service Portal, or the VssID – Social Insurance application. In case of detecting fraudulent activity, people should immediately report it to the nearest police station or Social Insurance agency for timely handling.

Experts advise the elderly to discuss suspicious calls with family members and absolutely not to provide financial information over the phone. Local authorities and organizations also need to strengthen awareness campaigns and provide guidance on how to identify new scam tactics to protect the safety of retired officials and citizens.
