Major General Vu Trung Kien, Deputy Commander of the Vietnam Coast Guard Law Department, chaired the conference.

The HACGAM conference is organized to strengthen cooperation between maritime law enforcement forces of 22 member countries; build and enhance capacity to deal with non-traditional security challenges in the Asia- Pacific region. Up to now, Vietnam has hosted HACGAM twice in Hanoi in 2011 (HACGAM - 7) and 2021 (HACGAM - 17).

HACGAM - 21 is expected to take place from October 14 to October 16, 2025 in Sydney, Australia. This summit will approve the draft report of the previous HACGAM - 21 Working-Level Conference, including the following contents: Search and rescue; prevention and control of illegal acts at sea; environmental protection; capacity building; information sharing and approval of the selection of the host country for HACGAM - 22, which will take place in 2026.

In his speech assigning tasks to the working delegation, Major General Vu Trung Kien emphasized: This mission is of important significance, contributing to affirming the position, role and responsibility of the Vietnam Coast Guard in coordinating law enforcement, dealing with non-traditional security challenges and ensuring maritime security and safety in the region.

The Deputy Commander of the Law of the Vietnam Coast Guard requested the members of the working delegation to thoroughly grasp and strictly comply with the principles of defense diplomacy, the laws of Vietnam as well as the host country, absolutely ensure State secrets during the work; be active and proactive in implementing the identified work contents, build a good image of the Force in the eyes of international friends; the members of the delegation must always uphold the spirit of responsibility, support and help each other in activities and ensure absolute safety during the performance of tasks.
