Previously, at 0:35 a.m. on November 20, while the working group of 6 officers and soldiers of the Fire Prevention and Rescue Team of Region 4 under the Fire Prevention and Rescue Police Department of Khanh Hoa Province, led by Lieutenant Colonel, Team Leader Pham Van Vuong, was carrying out the task of evacuating people in Dien Khanh commune out of the danger zone of rising floods, they received information that a passenger bus was in trouble.

While driving through a flooded section of Highway 1A near Lung Bridge, Dien Khanh Commune, a 40-seat passenger van branded Chin Nghia, with license plate 76B-009.52, was pushed off course by rapidly rising floodwaters and strong currents, causing the front of the van to veer to one side, at risk of being swept away by the flood.


Immediately after receiving the information from the people, Lieutenant Colonel Pham Van Vuong commanded the working group to get on the car and speed to the scene, urgently deploying the rescue plan. With active efforts and skills, rescue techniques, the working group brought 33 people out of the passenger car to safety, including 30 passengers and 3 people who were the driver and the bus attendant.
It is known that at the time of the accident, the passenger bus with license plate 76B-009.52 was on its way from Ho Chi Minh City to Quang Ngai. When it reached the above location, it encountered an accident, but all 33 people on board were fortunately rescued by the Fire Prevention and Rescue Police of Khanh Hoa Province.
