The information is stated in the circular regulating the organization of legal knowledge testing on road traffic order and safety to restore driving license points , issued by the Ministry of Public Security , effective from January 1, 2025.

Regulations on driving license point deductions will also be applied from 2025 when the Law on Road Traffic Order and Safety comes into effect.

According to the circular about to be issued, people with driving licenses but all points have been deducted according to Article 58 of the Law on Road Traffic Order and Safety will be subject to inspection. The Traffic Police Department of the Ministry of Public Security and the Traffic Police Department of the provincial and municipal police will be responsible for this inspection.

The content consists of two parts: Legal knowledge theory based on theoretical test questions to issue a driving license and a test simulating complex traffic situations to assess the ability to handle real-life situations.

In the theory test, drivers take a multiple-choice test on a computer using software that tests their knowledge of road traffic safety and order. In the simulation part, test takers handle traffic situations simulated on a computer.

With a class A1 driver's license, drivers must answer 25 multiple-choice questions in 19 minutes, each question is worth one point and one question is considered a failing point. Candidates who score 21/25 points or more are considered to pass, but if they answer incorrectly on a question that is considered a failing point, they will not pass.

The above regulation also applies to candidates with a class A or B1 driving license, but the result must be 23 points or higher.

People with a Class B driver's license take 30 multiple-choice questions in 20 minutes; 27 points or more is passing, except in cases where answering a question incorrectly is considered a failing score.

Similarly, a person with a Class C1 license takes 35 multiple choice questions in 22 minutes and must score 32 or more. For a Class C license, the score is 36/40.

Candidates with driving licenses of class D1, D2, D, BE, C1Q, CE, D1E, D2E, DE must take 45 multiple choice questions in 26 minutes and get 41 or more correct to pass.

For the simulation test, the test time is no more than 10 minutes. The test is designed in the form of 10 questions simulating traffic situations. Each question is a situation with potential traffic safety risks and has a maximum score of 5, minimum of 1.

Drivers with a score of 35/50 or higher are qualified.

Those who fail the theory test will not be allowed to take the simulation test. If they pass the theory test but fail the simulation test, the theory test result will be retained for one year. Within 7 days of failing, the driver can register to retake the test.

According to the circular, the cost of organizing inspections is arranged from the collection of fines for traffic violations and from the auction of license plates after payment to the budget.

According to the Law on Road Traffic Safety, each driving license has 12 points, used to manage compliance with the law on road traffic safety. If there is a violation, the driver will have points deducted corresponding to the nature and level of the behavior.

In the implementation guidance document, the Ministry of Public Security proposed 189 behaviors that will result in a driver's license being deducted from 2 to 12 points, of which 28 behaviors will result in a 12-point deduction. These are all intentional, dangerous errors with a high risk of causing traffic accidents.

Article 58 of the Law on Road Traffic Safety stipulates that a person whose driving license has been deducted all points will not be allowed to drive a vehicle on the road. The driving license will be restored to 12 points if all points have not been deducted and no points will be deducted within 12 months from the date of the most recent deduction.

After at least 6 months from the date of all points being deducted, the driver's license holder is allowed to take the test on legal knowledge of road traffic order and safety.
