In 2025, the organization and management of festivals and the management and organization of fireworks displays in Cao Bang province were generally carried out in an orderly and proper manner. According to the report of the Department of Culture, Sports and Tourism of Cao Bang province, in 2025, local Party committees and authorities focused on directing the organization of festivals in the area; mobilizing the participation of the entire political system and local people. Many cultural and artistic activities attracted a large number of tourists and people to participate. The festivals with the rituals were conducted solemnly and properly, the festival part was joyful, healthy, and diverse in form with traditional cultural, artistic and sports activities, creating a deep impression on tourists and people.

Activities are carried out safely, solemnly, economically, honoring the cultural identity of the nation, in accordance with local customs and good practices; people and tourists basically strictly comply with regulations on implementing civilized lifestyles during festivals; there are no superstitious activities, disguised gambling, or money exchange services; reasonable arrangements are made for places to burn incense and votive papers; visitors and worshippers place offerings, oil drops, and donations in the right places; assign people to collect incense, oil drops, offerings, and waste, ensure fire and explosion prevention and control, protect the landscape and environment, and preserve the solemnity of relics and festivals.

Inspection and supervision work before, during and after the organization of festivals is carried out seriously. In 2025, inspection of management and organization work at a number of festivals in the province will be carried out: (Bull Fighting Festival, Bao Lam District, Co Sau Festival, Trung Khanh District); Direct inspection, working with 01 Festival Organizing Committee, directly grasping the situation at 09 festivals: (King Le Temple, Dong Lan Pagoda, Da Quan Pagoda, Gie Doong Temple, Ky Sam Temple, Soc Giang, Ve Nguon Pac Bo, Tranh Dau Phao, Hoang Luc Temple, Bull Fighting). Through inspection, the festivals were organized in a safe, healthy, economical, effective and civilized manner; basically following the guiding documents and instructions on festival organization.

For some festivals that attract large crowds in the province, an Organizing Committee and support teams are established to direct, manage, and implement. The organization and management of festivals are carried out seriously, without negative, offensive, or superstitious activities.

The organization of fireworks displays in the province is in accordance with the provisions of Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government . In 2025, localities in the province will organize fireworks displays on the following occasions: Lunar New Year; welcoming the official operation of the two-level local government; commemorating the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) with a duration of 10-15 minutes. For some cultural and artistic events, agencies and units will use fireworks provided by enterprises licensed to produce and trade fireworks.

Along with that, the Department of Culture, Sports and Tourism issued Official Dispatch No. 1612/SVHTTDL-TCPC dated August 6, 2025 on implementing legal documents on decentralization, delegation of power, and division of authority in the fields of culture, sports and tourism; accordingly, it is requested that the People's Committees of communes and wards base on legal documents on decentralization, delegation of power, and division of authority in the fields of culture, sports and tourism to study and organize implementation according to regulations. Since the 2-level government has been in operation, no agency or organization has requested to organize fireworks displays or wanted to change the firing range according to Article 20 of Decree No. 138/2025/ND-CP dated June 12, 2025 of the Government.

Promoting the achieved results, in 2026, the province will continue to seriously and effectively implement the directives and orientations of the Central Government and the province on festival management and organization; Decree No. 110/2018/ND-CP regulating festival management and organization; Decision No. 2068/QD-BVHTTDL dated August 3, 2023 of the Ministry of Culture, Sports and Tourism on "Set of criteria on cultural environment in traditional festivals"; Decree No. 137/2020/ND-CP dated November 27, 2020 of the Government on management and use of fireworks and other relevant management and directive documents.

At the same time, continue to pay attention to and guide the connection of festivals with tourism and socio-economic development in the locality; focus on the work of preserving and promoting cultural heritages in cultural and artistic activities, creating highlights and differences between festivals. Focus on propaganda, promotion and introduction of festivals on mass media to attract a large number of tourists to attend and experience spring festivals in the province; mobilize people to continue to practice a civilized lifestyle when participating in festivals. Guide festival participants to place offerings and oil money in the right places; use donation money publicly, transparently and for the right purpose. Strengthen the monitoring and inspection of the organization of fireworks displays in localities; inspect, detect and promptly handle violations in the organization of fireworks displays and festivals, prevent negative manifestations and distortions in festivals./.
