Cao Loc: Widely deploy and strongly spread the learning and following of Uncle Ho

- After more than 3 years of implementing Conclusion No. 01 dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05 of the Politburo "On promoting studying and following Ho Chi Minh's ideology, morality and lifestyle", the Party Committee, government and people of Cao Loc district have had many practical actions.

The collectives received certificates of merit from the Chairman of the District People's Committee for their outstanding achievements in studying and following Ho Chi Minh's ideology, morality and style in the period 2021 - 2023.

Mr. Pham Quang Cuong, Standing Deputy Secretary of Cao Loc District Party Committee said: Determining the importance and significance of studying and following Uncle Ho's example, the Standing Committee of the District Party Committee has issued many documents to lead, direct and seriously implement Conclusion No. 01. In which, it directs branches, affiliated Party Committees and mass organizations to focus on incorporating the content of studying and following Uncle Ho's example into programs and plans associated with the implementation of political tasks; selecting key, breakthrough content and specific models for implementation. At the same time, promote propaganda work, spread advanced examples to raise awareness and responsibility of cadres, Party members and people...

Accordingly, Cao Loc District Party Committee has organized research and study of the content of Conclusion No. 01, the full-term topic, and the annual topic seriously and effectively. From 2021 to present, the Party Committee and authorities at all levels of Cao Loc district have organized over 600 direct and online conferences to deploy Conclusion No. 01, the full-term topic, and the annual topic with over 15,500 participants; at the district level, the total number of delegates participating in the study reached 98%; at the grassroots level, it reached 95%. The propaganda work of Conclusion 01 has been focused on and implemented with many diverse forms such as: oral propaganda integrated through conferences, political theoryeducation , social networks, mass media, and replication of advanced models.

From the propaganda of studying Conclusion No. 01, thematic departments, Party committees and authorities at all levels regularly launch patriotic emulation movements, mobilizing cadres, Party members and people of all walks of life to build specific and practical models and works to learn from and follow Uncle Ho. If in 2021 the whole district only had 51 models of learning from and following Uncle Ho, by 2023 there were 148 models. The models are diverse in the fields of leadership and direction; socio-economic development; propaganda work... Some typical models in 2023 include: Hoa Cu Commune Party Committee skillfully mobilized people to donate land to build rural roads; Bao Long Company Limited Party Committee developed the economy, actively participated in emulation movements; The Women's Union of Tan Thanh commune saves money following Uncle Ho's example... Through these models, it has created a widespread influence among cadres, party members and people, contributing to promoting socio-economic development, preventing and repelling degradation in political ideology, ethics, lifestyle, and building a clean and strong Party.

Ms. Hoang Hai Yen, Party Secretary and Chairman of the People's Committee of Hoa Cu Commune, shared: Given the fact that the commune still has many small, narrow roads that are difficult to travel on and have not been concreted, we have registered and maintained the model of learning and following Uncle Ho's example in mobilizing people to donate land for rural roads. In particular, the commune organizes concentrated propaganda, promotes the role of party members to set an example, and mobilizes people to follow. From 2022 to now, the commune has mobilized 148 households to donate over 33,700m2 of land to expand and build commune roads. Thereby, creating favorable conditions for people to travel and develop the socio-economy.

After 3 years of implementing Conclusion No. 01, studying and following Uncle Ho has spread and become a regular and voluntary activity in the activities of all levels, sectors, agencies and units in Cao Loc district. From there, it has fostered more confidence, created new momentum for collectives and individuals to strive to fulfill their assigned tasks, making an important contribution to the work of building a clean, strong and comprehensive Party and government; creating motivation to successfully carry out socio-economic development tasks, ensuring national defense and security. For example, in 2023, the whole district completed and exceeded 17/18 socio-economic development targets; the value of agricultural and forestry production reached over 1,500 billion VND, an increase of 21.7% over the same period last year; the poverty rate decreased by 3.02%; Admitted 182 new party members, reaching 101% of the plan... From 2021 to present, the whole district has more than 90 collectives and individuals who have been commended at all levels for their achievements in studying and following Uncle Ho...

Mr. Vy Minh Long, Head of the Propaganda Department of Cao Loc District Party Committee, said: To implement the theme of studying and following Uncle Ho in 2024, the Propaganda Department has advised the District Party Committee to issue a plan to implement Conclusion No. 01. This year, the district has identified the breakthrough task as promoting the exemplary role of cadres and party members, especially leaders in the work of preventing and combating corruption and negativity; promoting the cultural traditions of Lang Son people in building a contingent of cadres and party members with sufficient qualities, capacity and prestige, equal to the task, meeting the development requirements of the district in the new situation. In particular, the department will advise the District Party Committee to organize an exchange program with typical examples in studying and following Ho Chi Minh's ideology, morality and style in 2024 to honor typical examples, creating a spread of studying and following Uncle Ho in the Party Committee, agencies, party members and people in the district.

In recent years, studying and following Ho Chi Minh's ideology, morality and style has gone into depth, been responded to and implemented by all levels and sectors in Cao Loc, bringing many positive results.

The District Medical Center currently has 113 cadres, doctors, nurses and staff. The Party Committee consists of 61 members who are active in 6 affiliated Party cells. Following Uncle Ho's teaching "A good doctor is like a mother", over the years, the cadres, party members and staff of the center have always been enthusiastic, dedicated, caring for and serving patients. Every year, we coordinate with a number of agencies and units to organize free medical examinations and treatment for people in difficult areas and border areas.
Learning and following Uncle Ho, each medical staff member constantly strives, studies, and improves their skills to better serve the people. Currently, the center has 13 doctors with level I and II specialties (an increase of 4 doctors compared to 2021), 12 nurses with university degrees (an increase of 6 compared to 2021)... From 2023 to now, the center has examined and treated over 52.5 thousand people. The results of the hospital quality self-assessment and patient and medical staff satisfaction survey in 2023 showed an average score of 3.27 points compared to the results in 2022 (3.2 points), an increase of 0.07 points.

Implementing Conclusion No. 01, the Party Committee has thoroughly informed all Party cells and Party members in the school, and organized them to sign a commitment to study and follow each year.
During the activities, the affiliated Party cells all incorporate stories and anecdotes about Uncle Ho, thereby making practical connections and drawing meaningful lessons. In addition, under the direction of the Party Committee, topics on learning and following Uncle Ho are also promoted and integrated into extracurricular activities such as flag salutes, class meetings, and many classroom lessons each year. Teachers in the school are all imbued with the idea of learning and following Uncle Ho, each teacher becomes a "model of self-study and creativity". Thereby, the quality of teaching and learning at the school is improved. For example, in the first semester of the 2023-2024 school year, the results of good academic performance of students according to the 2018 general education program increased by 9% compared to the first semester and increased by 6.3% compared to the results of the 2022-2023 school year; The provincial science and technology competition for high school students achieved 4 prizes, an increase of 4 prizes compared to the previous school year.

Block 10 currently has 276 households, and the Party cell has 26 members. Over the past 20 years, since being elected as the Party Cell Secretary of the block, I have always wanted to contribute my efforts to building the block to become more and more prosperous and civilized.
In 1997 and 1998, the town and many other blocks did not have a Red Cross branch or a Learning Promotion branch. I campaigned to establish these two branches with the aim of helping and supporting those in difficult circumstances in the block, encouraging those who are studious and overcome their circumstances to achieve high academic achievements. Over the years, these branches have grown and maintained meaningful activities in the community.
In recent years, I have also advocated the establishment of an intergenerational club to help and support each other in all aspects of life, and at the same time, I have encouraged some poor households in the block to join the club. Thanks to that, with the attention, guidance, and support in economic development and policy loans, in 2023, the block had 2 households escape poverty, and currently, there are only 8 poor households left in the block.
