Specifically, voters in Ha Nam province reported that the Cau Gie - Ninh Binh expressway has a speed limit of 120km/h, but each direction has only 2 lanes, and the traffic density on the route is high, so the allowed speed is not guaranteed, causing frequent traffic jams.
Therefore, voters request that competent authorities consider expanding more lanes on the Cau Gie - Ninh Binh expressway section and at the same time regulate the speed of vehicles in each lane to ensure traffic safety.

Responding to this petition, the Ministry of Transport said that the Cau Gie - Ninh Binh Expressway project (phase 1) was approved by the Prime Minister with a scale of 4 lanes, 2 emergency lanes continuously arranged, 50km long, total investment of 8,974 billion VND, completed and put into operation in July 2012.
After being put into operation, this expressway has promoted investment efficiency, contributing to promoting socio-economic development, creating development space and land fund, and shifting economic structure in the locality and region.
However, after more than 10 years of operation, traffic volume has increased, especially after some sections of the North-South Expressway in the East were put into operation in the period of 2017-2020 (Cao Bo - Mai Son, Mai Son - National Highway 45...), so it is necessary to invest in and expand the Cau Gie - Ninh Binh Expressway from 4 lanes to 6-8 lanes according to the plan to meet transportation needs.
Currently, the Cau Gie - Ninh Binh Expressway is managed and operated by the Vietnam Expressway Corporation (VEC) under the State Capital Management Committee at Enterprises.
Of the four expressways operated and managed by this unit, including Noi Bai-Lao Cai, Cau Gie-Ninh Binh, Da Nang-Quang Ngai and Ho Chi Minh City-Long Thanh-Dau Giay, the Cau Gie-Ninh Binh route always has the largest traffic volume.
Specifically, the latest statistics sent by VEC to VietNamNet on the morning of January 11 show that the Cau Gie - Ninh Binh expressway will have a traffic volume of up to 21 million in 2023 (an increase of 7.1% compared to 2022). During peak holiday and Tet holidays, this route still experiences congestion.
According to VEC, the reason is that vehicle owners have not yet deposited enough money into the ETC toll collection account. However, voters said that the traffic volume through the route is too high, while there are only 2 lanes in each direction. Faced with this situation, VEC said it is researching and reporting to competent authorities to consider an investment plan to expand the route.
On the side of the Ministry of Transport, this agency said it will closely coordinate with the State Capital Management Committee at enterprises and the People's Committees of Ha Nam and Nam Dinh provinces during the implementation process.
Regarding the proposal to regulate the speed of each lane of the highway, according to the Ministry of Transport, currently, because the Cau Gie - Ninh Binh highway only has 2 lanes for motor vehicles in each direction, the regulation of the speed of each lane as proposed by voters will be considered after completing the expansion of the route.
In March 2023, VEC sent a document to the Ministry of Transport and the State Capital Management Committee at Enterprises proposing an investment policy for the project to expand the Cau Gie - Ninh Binh expressway, Dai Xuyen - Liem Tuyen section, from 4 lanes to 6 lanes.
The project is 19.7km long; the roadbed width is 35.5m, reaching a design speed of 100 - 120km/h... with a total investment of 512.4 billion VND, of which the investor's equity and legal capital is 274.65 billion VND, the rest is mobilized from commercial loans. The project's payback period is about 11 years.
