Due to the impact of prolonged heavy rain and high tides, the embankment and rural traffic route along the Hau River in Phong Thanh Commune ( Vinh Long Province) has been eroded in many places. Although it has been reinforced, there is still a risk of landslides deep into the traffic route, causing people to worry and feel insecure.

Many dangerous landslides
According to the People's Committee of Phong Thanh commune, the combined dike and traffic route along the Hau River is 7.5km long, built in 2021 and put into use in 2023. Due to the impact of heavy rain combined with high tides, 12 landslides occurred (5 particularly dangerous landslides, 7 dangerous landslides), with a total length of over 350m, threatening many areas of orchard land and affecting people's traffic.
Among them, there are many notable landslides such as: on the land of Mr. Le Thanh Liem, Rach Dui hamlet, landslide length of 10m (river to dike surface, especially dangerous), affecting 7ha of garden land of 9 households; landslide at Vam Dinh hamlet 30m (river to dike surface, especially dangerous), affecting 50ha of garden land of 45 households; landslide at Mr. Trinh Thanh Nhan's land 20m (river to dike surface, especially dangerous), affecting 35ha of garden land of 25 households; landslide at Mr. Le Van Mien's land (Ba Bay hamlet) 50m (river to dike foot, dangerous landslide), affecting 45ha of garden land of 50 households...
Living near the landslide site, Mr. Nguyen Van Dau (Vam Dinh hamlet) said: “This road is next to a large river, many boats and ships pass by, so waves often hit the shore, causing the ground to weaken, then sink, then gradually erode. The people here and I are very worried, especially since it is the rainy and stormy season, and high tides are coming.
I hope the authorities will soon take remedial measures.” Pointing to the crack on the road, Ms. Luong Thi Hong Thu, Head of the People’s Committee of Ba Bay Hamlet, said: “This river is large, and in this season the waves hit the shore very hard, causing the foot of the dike to soften and caves to appear underneath. Over time, a hole forms in the foot, so when it rains, the flood season causes landslides in patches. This is the main traffic route between hamlets, so people hope that there will be remedial measures soon.”
Ms. Nguyen Thi Nhien - Chairman of Phong Thanh Commune People's Committee said: The Commune People's Committee has directed specialized units to coordinate with the People's Committees of hamlets to strengthen inspection and monitoring work, and at the same time, directed the shock force to coordinate with the people to reinforce and temporarily fix landslides to ensure the safety of the dike system.
In addition, the commune also proposed that the superior authorities consider supporting investment in reinforcing and repairing dangerous landslides to protect the dike system combined with rural traffic along the Hau River, and protect fruit gardens so that people can feel secure in their daily life and production.
Urgent remedy
According to the Department of Agriculture and Environment, the current landslide situation along the Hau River dike in Phong Thanh commune is very dangerous. In addition to the locations reported by local authorities, through survey results, some locations have additional landslide lengths.
Mr. Le Quang Rang - Deputy Director of the Department of Agriculture and Environment said: The current situation of landslides along the Hau River dike (Phong Thanh commune) is very complicated and dangerous, with the risk of affecting the production land area and property of people in the area.
In order to protect the production land area, assets and stabilize the lives of people in the area, the Department of Agriculture and Environment proposed that in the immediate future, the People's Committee of Phong Thanh commune should direct specialized departments to strengthen inspection and monitoring of landslides, and have solutions to temporarily reinforce especially dangerous landslide locations according to the "4 on-site" motto.
At the same time, the Department of Agriculture and Environment coordinated with the People's Committee of Phong Thanh commune to reassess the entire landslide situation, estimate the cost of repair, and advise the Department of Agriculture and Environment to submit to the Provincial People's Committee for consideration and support of funding for repair.
Surveying the landslide sites, Mr. Nguyen Quynh Thien - Provincial Party Committee member, Vice Chairman of the Provincial People's Committee and the working delegation assessed the severity of the landslide sites.
Accordingly, the Vice Chairman of the Provincial People's Committee directed relevant departments to coordinate with the commune to implement reinforcement and remedial measures. At the same time, the locality was required to strengthen inspection and monitoring of landslides, and temporarily reinforce particularly dangerous landslide locations according to the motto "4 on-site", 3 ready to avoid affecting the production land area and people's assets, until the authorities carry out reinforcement and remedial works.
“The survey team agreed that the immediate plan will be to use the province's disaster response fund to arrange for the commune to fix urgent problems. While waiting for a plan to allocate capital, the commune People's Committee will direct specialized agencies, military command, and commune police to mobilize people to reinforce, fix, and apply soft solutions such as soft embankments, planting more trees, and propagandizing people not to use the land in the dike protection corridor to ensure that it does not affect the dike in the future,” Mr. Nguyen Quynh Thien directed.
Vice Chairman of the Provincial People's Committee - Nguyen Quynh Thien also said: Currently, many places along Tien River, Hau River, Ham Luong River, island communes and coastal dykes have many landslides. The Provincial People's Committee directed the Department of Agriculture and Environment to coordinate with localities to survey and re-evaluate all landslides and landslide risks. Thereby, there is a plan to respond promptly with non-structural and structural solutions to ensure the safety of people and property. |
